This is a fully remote position, open to applicants in United States.
• Oversee the comprehensive development of compliant and engaging proposals, which includes RFP analysis, outline formation, schedule creation, writing, editing, and final production.
• Handle multiple proposals simultaneously, often under tight deadlines (including 72-hour task order responses).
• Conduct color team reviews, facilitate solution discussions, and lead content development sessions with technical SMEs, BD, and leadership.
• Create and maintain proposal schedules, compliance matrices, templates, and version control procedures.
• Compose clear, persuasive, and compliant proposal sections, encompassing technical, management, past performance, and staffing narratives.
• Transform SME input into refined, customer-oriented content.
• Sustain and enhance a library of reusable proposal materials, including resumes and past performance documents.
• Aid in early capture initiatives by engaging in win strategy, customer analysis, competitor evaluations, and solution generation.
• Engage in BD pipeline reviews and collaborative discussions.
• Support BD in shaping activities, managing the pipeline, and qualifying opportunities.
• Advocate for proposal best practices in an environment where proposals may be perceived as administrative rather than strategic.
• Develop repeatable processes, templates, and workflows to enhance efficiency and quality.
• Provide education to internal stakeholders regarding proposal roles, expectations, and timelines.
• Coordinate with remote teams, subcontractors, and partners to gather necessary inputs and ensure timely submissions.
• Actively communicate risks, gaps, and needs to leadership (owner).
• Foster strong relationships with SMEs and BD personnel to enhance proposal readiness and solution quality.
• Bachelor’s degree in business or a related discipline.
• Over 5 years of experience in managing and writing federal government proposals; experience in small businesses is highly preferred.
• Proven ability to manage several proposals at once with minimal supervision.
• Excellent writing, editing, and storytelling abilities, with a knack for synthesizing technical information.
• Experience with rapid-turnaround task orders and IDIQ environments.
• Understanding of Shipley or similar proposal methodologies (formal certification is a plus).
• Proficient in Microsoft Office and collaborative tools (Teams, SharePoint, etc.).
• Capability to work independently in a remote setting with high accountability.
• **Preferred Qualifications**
• Experience in supporting BD and capture activities within a small or growing organization.
• Ability to implement structure and process in environments with limited existing frameworks.
• Knowledge of federal contracting, FAR/DFARS, and government procurement processes.
• Experience in graphic design or desktop publishing (e.g., PowerPoint, Visio, Adobe) is advantageous.
