This is a fully remote position, open to applicants in United States.
• Lead, administer, and assess programs, policies, procedures, staff activities, and technical efforts that support FEMA's AI initiatives.
• Oversee complex and high-risk programs from use-case evaluation and backlog development to design, development, onboarding, deployment, modernization, sustainment, and closeout.
• Supervise daily staff and task operations while managing technical and administrative personnel.
• Facilitate coordination among multidisciplinary teams in IT, AI, software, data science, cloud, security, product management, program office, and stakeholders.
• Convert FEMA's goals, mission requirements, customer challenges, and needs into architectures, product roadmaps, backlogs, release plans, and engineering tasks.
• Organize and conduct Agile ceremonies while maintaining JIRA and other project management tools.
• Implement Agile, Scrum, Joint Development Team methodologies, and FEMA engineering lifecycle practices.
• Evaluate AI use cases and assess their feasibility, complexity, implementation timelines, technology stacks, costs, resources, and risks.
• Coordinate resources across Azure, AWS, Google Cloud Platform, Microsoft 365, ServiceNow, CRM platforms, and other FEMA-authorized environments.
• Manage risks, issues, assumptions, dependencies, and mitigation strategies effectively.
• Ensure the quality, completeness, timeliness, and compliance of deliverables through reviews, audits, demonstrations, feedback, and acceptance processes.
• Create and communicate schedules, sprint plans, status reports, performance metrics, risk and issue registers, roadmaps, and communication strategies.
• Act as the primary contact for FEMA clients, product owners, Program Managers, Contracting Officer Representatives (COR), technical teams, subcontractors, and stakeholders.
• Oversee and assess subcontractor activities, staffing, deliverables, and compliance.
• Lead stakeholder briefings, technical workshops, progress meetings, demonstrations, and interactions with customers.
• Ensure documentation and architecture, security, operational, customer guide, and use case artifacts are version-controlled and managed for configuration.
• Coordinate support for security boundaries, Authority to Operate activities, access controls, data management, CI/CD standards, Section 508, and FEMA governance requirements.
• Identify shortcomings, recommend corrective actions, and suggest improvements to policies or processes.
• Maintain consistent support and qualified project management coverage during regular operations, emergencies, surges, and required off-hours.
• Candidate must be a U.S. citizen.
• Must obtain a favorably adjudicated FEMA public trust suitability determination before starting work.
• Bachelor's or master's degree in computer science, Artificial Intelligence, Machine Learning, or a related discipline.
• Five to ten years of relevant experience.
• Proven ability to lead, administer, and evaluate programs, policies, and procedures.
• Experience in managing highly complex or high-risk programs and supervising daily staff and task activities.
• Proficient in supervising technical and administrative staff, including subordinate managers.
• Skilled in ensuring the quality of task products, services, and deliverables through reviews, audits, demonstrations, and stakeholder acceptance processes.
• Experience in establishing Agile ceremonies and maintaining JIRA or other enterprise project management tools.
• Ability to serve as a client liaison, coordinate activities, negotiate tasks, resolve issues, and communicate with senior Government officials and multidisciplinary technical teams.
• Experience in coordinating and monitoring subcontractor activities.
• Proven experience in implementing Government programs through risk management, oversight, and governance processes.
• Ability to identify risks and challenges, propose practical solutions, and deliver timely and accurate contract outcomes.
• Experience coordinating IT consultants, AI architects, developers/engineers, software engineers, and stakeholders to transform strategic goals and business requirements into architectures and delivery plans.
• Proficient in developing and interpreting policies while providing leadership, coordination, and authoritative guidance.
• Experience creating front-end solutions using HTML, CSS, and JavaScript.
• PMP and Certified ScrumMaster (CSM) or PSM certifications preferred.
• Background in AI, machine learning, generative AI, cloud engineering, data science, or enterprise application development within federal or regulated environments.
• Familiarity with Microsoft Azure, AWS, Google Cloud Platform, Microsoft 365, ServiceNow, and customer relationship management platforms.
• Experience in assessing and prioritizing AI use cases.
• Proficient in developing integrated master schedules, product roadmaps, release plans, prioritized backlogs, sprint metrics, milestone reports, risk and issue registers, quality reports, and executive-level status documents.
• Understanding of AI/ML engineering lifecycles, full-stack application development, CI/CD pipelines, Git-based configuration management, infrastructure as code, observability, and production operations.
• Experience supporting federal security authorization, Authority to Operate, FedRAMP-authorized cloud services, role-based access control, data governance, privacy, and secure management of sensitive information.
• Experience leading Joint Development Teams or similar cross-functional teams.
• Knowledge of human-centered design, customer experience, UI/UX, and Section 508 accessibility considerations.
• Ability to effectively brief senior executives and technical stakeholders while clearly communicating complex technical issues.
• Experience managing deliverables through formal Government review, adjudication, revision, acceptance, configuration management, and version control processes.
