This is a fully remote position, open to applicants in Texas.
• Assist in overseeing land development planning and execution for data center campuses from site control to the delivery of pad-ready/construction-ready parcels, ensuring alignment of scope, schedule, budget, and risk.
• Formulate and manage development strategies that encompass grading, stormwater management, access/roadways, utility corridors, and phased campus delivery.
• Handle commercial development issues, which include contract negotiations with utilities, contractors, vendors, government officials, and local stakeholders.
• Aid in economic development and tax incentive negotiations while managing incentive applications.
• Oversee community relations and stakeholder engagement, which includes public forums, interviews, hearings, and stakeholder meetings.
• Assist in target-market and site identification, early-stage due diligence, and site acquisition.
• Support technical due diligence and investigations, translating findings into mitigation plans along with their cost and schedule implications.
• Supervise entitlement and permitting activities across various jurisdictions.
• Plan, scope, and manage on-site and off-site infrastructure delivery, encompassing power, water/wastewater, roadways, stormwater, and fiber.
• Develop, manage, and report on budgets and schedules; lead procurement and third-party consultant oversight.
• Coordinate with utilities, municipalities, and agencies to secure capacity, define connection points, establish schedules, and monitor critical path items.
• Create and maintain development pro formas and cost models.
• Establish project governance, conduct cross-functional meetings, track decisions, and maintain project documentation.
• Collaborate with Location Strategy, Site Acquisition, Design/Construction, Legal, Finance, and Operations teams.
• Advocate for EHS and sustainability goals in land development decisions.
• Minimum of 3 years of experience in land development, renewable energy or other power generation development, or civil/infrastructure project delivery supporting industrial, mission-critical, or large-scale commercial projects.
• Bachelor’s degree in Civil Engineering, Construction Management, Real Estate, Planning, Business, or a related field, or equivalent experience.
• Strong communication, contract drafting and negotiation, and stakeholder management abilities.
• Familiarity with power, water/wastewater, and telecom/fiber infrastructure delivery.
• Experience in securing entitlements and permits and navigating zoning/land use, platting, stormwater, and environmental requirements across multiple jurisdictions.
• Robust budgeting and scheduling skills for civil/sitework and off-site infrastructure.
• Capability to evaluate risk and formulate mitigation plans and contingencies.
• High integrity, sound judgment, and the ability to work independently in a fast-paced, deadline-oriented environment.
• Proficiency with Microsoft Word, Excel, PowerPoint, and Teams.
• Willingness to travel up to 50% as required.
• Preferred: experience in data center or mission-critical campus land development.
• Preferred: experience in civil design and permitting workflows.
• Preferred: established relationships with data center companies, utilities, engineering firms, economic development agencies, and permitting authorities.
• Preferred: understanding of utility power and on-site power generation for data centers.
• Preferred: experience in making executive presentations.
