Program Manager – USMC, WRI ASTRO

This is a fully remote position, open to applicants in California, +4 more states.

📋 Description

• Manage the extensive West Region Infrastructure LMR ASTRO System that supports the USMC Enterprise LMR system, E911 systems, and MBR radios on a global scale.

• Supervise program personnel and support staff, which includes engineers, system managers, technologists, cybersecurity leads, customer service managers, quality managers, safety managers, and configuration management personnel.

• Collaborate with Motorola Sales teams on both pre-sale and post-sale opportunities, including proposals, pricing, risks, and strategic direction.

• Oversee program budgets, costs, invoicing, profitability targets, and overall business operations.

• Ensure compliance with contract requirements, operational levels, DoD change-management processes, cybersecurity standards, and project milestones.

• Direct the system lifecycle planning, maintenance, upgrades, integration, testing, implementation, monitoring, equipment repair, asset management, and software license management.

• Manage supply-chain and logistics planning, preventative maintenance, change administration, and system currency updates.

• Supervise worldwide projects, encompassing system integrations, service projects, expansions, dispatch-center upgrades, and establishment of new sites.

• Approve project schedules, budgets, documents, personnel assignments, equipment ordering, manufacturing, work assignments, contract compliance, ATPs, and SOVTs.

• Transition completed projects into full-time sustainment support within the program.

• Create policies, SOPs, reports, briefings, directives, CDRLs, DEDs, and other program documentation.

• Act as the primary point of contact for the USMC system and the supporting USMC PMO.

• Communicate and coordinate with customers, partners, the USMC, other DoD branches, as well as internal Motorola personnel and leadership.

• Attend and manage customer calls, meetings, Engineering Change Board processes, requirements reviews, audits, and administrative reviews.

• Identify critical open issues and guide managers and resources towards resolution.

• Establish KPIs and ensure contractual compliance through auditing processes.

• Align program plans and goals with Motorola's strategic objectives.


⛳️ Requirements

• At least 6 years of Project Management experience or military experience.

• Minimum of 5 years of project management experience overseeing projects of varying complexity and difficulty.

• U.S. citizenship is required.

• Capability to obtain the necessary DoD security clearance.

• Ability to pass DoD, corporate, and stringent CJIS fingerprint background checks.

• Legal authorization for indefinite work in the U.S.

• Employer work permit sponsorship is not available.

• Must be willing to travel 35% of the time when necessary.

• Experience in executive leadership and management with proven successful outcomes.

• Proficiency in writing, interpreting, understanding, and administering contracts.

• Background in human resources, including hiring, personnel management, employee performance goals, and evaluation systems.

• Experience in supply chain management, logistics planning, execution, and sustainment.

• Proven ability to formulate, administer, execute, and manage large budgets across extensive organizations and geographic areas.

• Exceptional internal and external interpersonal communication skills.

• Skills in strategic planning, customer relations, policy development, and execution.

• Demonstrated project management success in building and collaborating with teams, meeting deliverables and deadlines, delegating, and prioritizing tasks.

• Strong professional written communication skills, including the creation of reports, briefings, customer deliverables, and various other documents.

• Capability to review written work for grammar, formatting, sentence structure, and other standards.

• Proficient in using internal Motorola Solutions systems, Google Suites and applications, Microsoft applications, and general business applications.

• Knowledge of the Motorola ecosystem is preferred.

• PMP certification is a plus.

• Preference will be given to candidates located in the Western Region.

• Must meet DoD cybersecurity requirements, which include IAVA compliance, patch management, vulnerability scanning, and benchmark testing.
