This is a fully remote position, open to applicants in United States.
• Lead one or more consulting contracts exceeding $1 million and act as the primary contact for clients.
• Oversee the DHA/WMT program, managing a team of 20 full-time employees and subcontractors, along with a $4M annual budget.
• Serve as Snowbird’s senior liaison with DHA/WMT, taking responsibility for contract compliance, client satisfaction, and financial performance.
• Manage all phases of the program from initiation to closeout.
• Develop and sustain program management plans, infrastructure, and resources.
• Direct Agile delivery, DevSecOps, and QA performance in line with schedule, quality, and cost requirements.
• Manage program scope through work breakdown structures, change-request tracking, and contract adjustments.
• Estimate, budget, monitor, and control program costs, including monthly estimate-at-completion analyses.
• Convey program performance and critical information to clients, senior management, and stakeholders.
• Support and mentor Project Managers, Scrum Masters, and technical leads.
• Define and uphold QA/QC standards and DoD software assurance requirements.
• Attend management meetings, status meetings, Quarterly Program Management Reviews, and Quarterly Strategy Reviews.
• Collaborate with the Recruiter and COO on sourcing, resume evaluations, and interviews.
• Provide administrative oversight, performance feedback, and identify training needs for project managers.
• Propel program growth through business development, capture leadership, follow-on/recompete positioning, service expansion, and adjacent-agency opportunities.
• Identify, assess, and manage program risks, including those related to the DevSecOps pipeline, security posture, and release quality.
• Cultivate customer relationships to enhance Snowbird’s reputation and future work prospects.
• Deliver sprint commitments, release milestones, reporting, and status reviews punctually and with quality.
• Bachelor’s degree (BA or BS); relevant work experience may be accepted in place of a degree.
• At least 5 years of direct project management experience, specifically in agile software development program management.
• Specialized training in project management methodologies.
• Current PMP certification is mandatory.
• Proven experience with Agile/Scrum delivery frameworks and DevSecOps practices.
• Experience with DoD or federal health IT programs is highly preferred.
• Knowledge of the Defense Health Agency or Military Health System is advantageous.
• Capability to manage multiple concurrent priorities with quick turnaround times for both internal and external customers.
• Ability to work effectively in a collaborative team environment.
• Must be eligible to work in the United States.
• Must complete a background investigation for approval of a Public Trust clearance.
• Subject matter expertise in agile software delivery, DevSecOps, and Quality Assurance practices relevant to DHA/WMT’s mission.
• Outstanding verbal and written communication skills.
• Proficient in Microsoft Office applications, including Excel, PowerPoint, and Word.
• Familiarity with Agile tools such as Jira and Confluence.
• Ability to work and manage in a staff-matrixed environment.
• Willingness to travel within the United States as necessary.
• Scrum Master or SAFe certification is preferred.
