Program Manager / Senior Contract Specialist

📋 Description

• Provide specialized acquisition and contract management support to the Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS).

• Act as the senior acquisition lead for contractor-facilitated support throughout the federal acquisition lifecycle, encompassing acquisition planning, solicitation development, evaluation support, award documentation, post-award administration, reporting, quality control, and daily coordination with the Contracting Officer, COR, program offices, and contractor personnel.

• Oversee and coordinate contractor support staff engaged in acquisition lifecycle activities for CDC OAS and associated program offices.

• Monitor procurement action workload, milestones, action status, risks, and Procurement Administrative Lead Time (PALT) metrics.

• Prepare and present weekly, bi-weekly, and monthly status reports, including action counts, average PALT, in-transit files, issues, and corrective measures.

• Maintain consistent communication with the Contracting Officer, COR, program stakeholders, and contractor leadership to enhance workflow efficiency and customer satisfaction.

• Ensure staffing continuity, uphold professional conduct, ethical behavior, and adherence to non-personal services requirements.

• Identify performance risks at an early stage and propose practical solutions to uphold timely and acceptable performance.

• Provide high-level support for procurement planning and pre-award activities in compliance with relevant federal acquisition requirements.

• Conduct and document market research, historical procurement evaluations, and industry analysis.

• Offer guidance on acquisition strategy, contract type, procurement approach, and relevance of FAR, HHSAR, and HHS/CDC local policy requirements.

• Assist in the preparation, review, and routing of acquisition plans, market research documentation, determinations and findings, memoranda, checklists, and other file documents for Government review.

• Participate in acquisition planning meetings, support data calls, and facilitate timely reviews and approvals.

• Help program offices in refining procurement requirements to ensure packages are comprehensive, supportable, and ready for acquisition action.

• Draft and refine solicitation and file documents, including RFQs, RFPs, IFBs, combined synopsis/solicitations, memoranda, checklists, and supporting documentation.

• Facilitate notices and postings through relevant procurement channels, including SAM.gov, GSA eBuy, NITACC, NASA SEWP, and agency websites, as applicable.

• Support Government evaluations of offers or quotes and generate professional, accurate, and complete award documentation.

• Manage vendor communications and assist with pre-proposal conferences, technical evaluations, past performance reviews, and source selection documentation.

• Prepare analyses of business elements and pricing information, negotiation objectives, discussion support materials, and documentation of findings.

• Create award documents, notices of award, debriefing or feedback materials, and Federal Procurement Data System (FPDS) reporting support.

• Organize, quality-check, and submit complete electronic procurement files in accordance with CDC OAS standards.

• Participate in kick-off meetings and facilitate contract administration communications between OAS, program offices, and contractors.

• Prepare administrative, unilateral, and bilateral modifications with supporting documentation for Government review.

• Assist with option exercise notices, contract term and condition accuracy checks, de-obligations, and other post-award activities.

• Establish and maintain digital/electronic contract file folders and deliver procurement files within established timeframes.

• Conduct work in compliance with CDC, HHS, and federal acquisition, information security, privacy, records management, accessibility, and contractor identification requirements.

• Utilize or support the use of CDC’s Integrated Contract Expert (ICE) contract writing system and related procurement tools after receiving Government-provided access and training.

• Ensure that documents and deliverables are suitable for Government review, accessible where appropriate, and aligned with Section 508 standards.

• Adhere to CDC contractor identification, non-disclosure, privacy, information security awareness, records management, and safeguarding regulations.

• Safeguard non-public, procurement-sensitive, and controlled information while ensuring contractor staff are aware of applicable disclosure and conflict-of-interest restrictions.


⛳️ Requirements

• A Bachelor’s degree from an accredited college or university is mandatory.

• A minimum of seven (7) years of experience in program management, contracting, acquisition planning, cradle-to-grave federal acquisition support, or a combination of these fields is required.

• Current or prior Federal Acquisition Certification in Contracting (FAC-C) for at least five (5) years is necessary, or a civilian equivalent certification/credential acceptable for senior federal acquisition support.

• Proven senior-level understanding of the Federal Acquisition Regulation (FAR), HHS Acquisition Regulation (HHSAR), and federal procurement lifecycle requirements.

• Experience in supporting pre-award, solicitation, evaluation, award, post-award administration, modification, de-obligation, and closeout processes.

• Capability to lead, coordinate, and quality-review work executed by acquisition support staff while meeting schedule, accuracy, and customer service expectations.

• Strong technical writing and document review skills, including the ability to generate clear, complete, and compliant acquisition documentation for Government review.

• Familiarity with contract writing and acquisition systems; prior experience with CDC Integrated Contract Expert (ICE) is highly preferred.

• Experience using or supporting procurement tools and systems such as FPDS, SAM.gov, GSA eBuy, contract file systems, SharePoint, Microsoft Teams, Word, Excel, and related reporting tools.

• Preference for experience in supporting small business coordination, SBA 8(a) documentation, GWAC or Schedule-based procurements, and federal strategic sourcing vehicles.

• Ability to facilitate meetings, respond to data calls, prepare executive-level reports, and communicate acquisition status, risks, and recommendations to Government stakeholders.

• Proven ability to maintain complete, accurate, and auditable electronic contract files and submit procurement files within required timeframes.

• Experience in preparing status reports that encompass procurement action status, workload volume, PALT metrics, issues, and corrective actions.

• Demonstrated ability to safeguard non-public, procurement-sensitive, and controlled information while complying with NDA, privacy, information security, and records management standards.

• Exceptional analytical, organizational, written, and verbal communication skills.
