Program Manager I – Emergency Response and Recovery

This is a fully remote position, open to applicants in Brazil, +4 more states.

📋 Description

• Oversee and provide technical guidance for emergency response and recovery projects throughout all phases, including design, initiation, execution, and completion.

• Ensure that projects adhere to CRS quality principles and standards, donor requirements, and industry best practices.

• Manage personnel, supervise team members, promote team dynamics and staff welfare, mentor direct reports, create individual development plans, and conduct performance evaluations.

• Facilitate technical support and capacity building for both staff and partner organizations.

• Drive program learning, research initiatives, publication efforts, implementation of MEAL policies, dissemination of promising practices, lessons learned, innovations, and best practices.

• Seek new funding opportunities and act as the technical lead and writer for proposals related to emergency response and recovery.

• Assist in the budgeting and staffing plans for proposals.

• Identify, evaluate, and enhance partnerships pertinent to emergency response and recovery efforts.

• Ensure prompt project expenditures and responsible management of project materials.

• Represent CRS in working groups, clusters, donor meetings, and interactions with local stakeholders.

• Support hazard and risk mapping, response planning, MEAL readiness, donor communication, and rapid humanitarian response preparedness across Latin American and Caribbean program offices and partners.

⛳️ Requirements

• A Bachelor’s Degree in International Development, International Relations, Community Development, WASH, shelter, livelihoods, or food security is required.

• A minimum of 2 years of relevant field-based project management experience.

• Proven experience in managing moderately complex projects.

• Experience working with an international NGO.

• Familiarity with collaborating closely with local partner organizations.

• Skills and experience in MEAL.

• Experience in staff management and the ability to foster a culture of learning.

• Proficiency with MS Windows, MS Office applications including Excel, Word, and PowerPoint, web conferencing tools, and information management systems.

• Experience in project grants management and design, ideally for grants from various public donors, including the U.S. government and UN.

• Proven ability to produce high-quality technical proposals.

• Strong analytical and problem-solving abilities along with sound judgment.

• Excellent relationship management skills.

• Proficient presentation and facilitation skills.

• Proactive, resourceful, solutions-oriented, and focused on results.

• Fluency in written and spoken English and Spanish is required; French is preferred.

• Willingness and ability to travel at least 50% of the time, often with very short notice (within 48 hours).

• Capability to live and work in challenging/stressful environments and serve wherever the agency's needs arise.

• Must be located in or able to operate within Central Standard Time (CST), UTC-6.

• Preferred: A Master’s Degree in a related field such as development, relations, community development, WASH, shelter, livelihoods, or food security.

• Preferred: At least 1 year of experience in emergency programming.
