This is a fully remote position, open to applicants in California.
• Assist internal teams with CEDARS, CET/CEI, and various compliance reporting tasks.
• Evaluate CEDARS and eTRM data to support decision-making, manage pursuits, and modify program designs.
• Engage in CPUC workshops, working groups, and stakeholder activities representing Willdan.
• Develop and sustain relationships with CPUC Energy Division personnel, IOU regulatory affairs teams, trade associations (CAEE, ACEEE, local chapters), and fellow implementers.
• Monitor and assess CPUC decisions, proposed decisions, rulings, and other documents pertinent to energy efficiency funding, portfolio management, and third-party implementer obligations.
• Distill regulatory documents into succinct briefings and recommendations for leadership and program teams.
• Collaborate with diverse Willdan Business Units to ensure consistency in regulatory interactions and communications with clients and regulators.
• Contribute to internal policy stances and advocacy strategies regarding CPUC proceedings that impact the third-party implementer community.
• Coordinate with partners and clients on formal comment submissions and regulatory filings to the CPUC.
• Monitor and relay anticipated IOU solicitations, RFPs, and program design modifications linked to CPUC-approved portfolios.
• Keep track of and communicate new developments in Western state energy efficiency regulations and market conditions that could indicate near-term business opportunities.
• Assist in responding to data requests and compliance inquiries.
• Over 5 years of experience in California energy efficiency, CPUC regulatory affairs, portfolio management, or a closely related field.
• Direct experience with CEDARS, encompassing an understanding of program data submission processes, measure-level reporting, and the utilization of CEDARS data in CPUC proceedings and evaluations.
• Proven knowledge of eTRM, market analysis, and the overall CPUC energy efficiency landscape.
• Familiarity with California-specific cost-effectiveness frameworks and Equity and Market Support indicators, and their influence on program implementation and operations.
• Practical experience in reading, analyzing, and tracking CPUC filings – including decisions, rulings, Advice Letters, and associated dockets.
• Documented experience in managing and reporting on energy efficiency portfolios.
• Strong analytical abilities, with the capacity to collect, analyze, and interpret data to facilitate decision-making and program enhancement.
• Proven experience in stakeholder engagement, relationship management, and collaboration with cross-functional teams.
• Proficiency in Microsoft Office Suite, data analysis tools, and project management software.
• Bachelor’s degree in public administration, Environmental Studies, Engineering, Law, or a related field; an advanced degree is a plus.
