This is a fully remote position, open to applicants in District of Columbia.
• Lead the overall management of projects for the NOAA contracted program at both the IDIQ and task order levels, ensuring that all contract requirements, deliverables, milestones, and customer commitments are fulfilled.
• Act as the main program management point of contact with NOAA stakeholders, which includes the Contracting Officer, COR, Program Team, and other relevant government stakeholders.
• Oversee the PMO operating rhythm, which includes kickoff meetings, biweekly progress meetings, leadership reviews, task order reviews, subcontractor assessments, and internal execution discussions.
• Develop and maintain the Integrated Master Schedule that encompasses task order milestones, dependencies, deliverables, staffing inputs, risks, and key decision points.
• Lead the creation and upkeep of essential program documents, including the Project Management Plan, communication plan, staffing plans, risk register, action-item tracker, deliverables tracker, decision log, change-control documentation, and progress reports.
• Supervise the execution of task orders, covering scope confirmation, resource planning, schedule tracking, deliverable monitoring, risk management, reporting, and closeout assistance.
• Facilitate coordination among technical leadership and corporate functions to ensure alignment in execution, visibility of dependencies, and swift resolution of blockers.
• Collaborate with Operations to meet contract execution requirements, including labor visibility, subcontractor support, ODCs, invoicing inputs, staffing, onboarding, and compliance needs.
• Maintain awareness of program risks, issues, blockers, decisions, and dependencies; escalate any items that may impact cost, schedule, quality, compliance, or stakeholder expectations.
• Prepare and assist with customer briefings, monthly progress reports, program reviews, executive dashboards, and other status updates for NOAA and Tomorrow.io leadership.
• Ensure that program documentation is maintained in approved systems like Jira, Confluence, GitHub Projects, or other project management tools.
• Support quality assurance of deliverables prior to submission to NOAA and help preserve a clear, disciplined, and collaborative operating model across Team Tomorrow.
• A minimum of 8 years of experience in project management, program management, technical program management, government program execution, or a related field.
• PMP Certification (certification number to be verified).
• Familiarity with NOAA’s NWP modeling suites.
• Proven experience managing complex programs with multiple workstreams, stakeholders, schedules, risks, deliverables, and reporting obligations.
• Background in supporting government contracts, federal programs, task orders, subcontractor coordination, or customer-facing delivery programs.
• Strong project management skills, including expertise in schedule management, risk management, action tracking, meeting facilitation, status reporting, and deliverable coordination.
• Excellent written and verbal communication abilities, including proficiency in preparing executive-ready status updates, meeting notes, progress reports, and follow-up communications.
• Experience with project management and collaboration tools such as Jira, Confluence, GitHub Projects, Smartsheet, Asana, Monday.com, or similar platforms.
• Capability to function effectively in a fast-paced environment with ambiguity, shifting priorities, and time-sensitive deliverables.
