
Program Management Director – Water/Wastewater Infrastructure

This is a fully remote position, open to applicants in Colorado.
• Accountable for overseeing small to medium-sized programs with an estimated total capital investment ranging from $100 million to $500 million.
• Ensure that program objectives and anticipated benefits align with the strategic and operational goals of the program.
• Direct the program team, manage resources, and take responsibility for formulating the strategy and roadmap to achieve program goals.
• Facilitate the development of team members, particularly in relation to delivery excellence, outstanding client service, and accountability.
• Lead the guidance on decision-making, roles, responsibilities, and processes to ensure effective management of the program in accordance with organizational policies.
• Propose optimal solutions to fulfill client requirements and objectives.
• Enforce financial controls, manage schedules, oversee risk management, ensure quality assurance, and measure performance.
• Lead change management by identifying plan deviations, implementing corrective measures, and ensuring alignment with program objectives.
• Track program performance to assess efficiency and identify opportunities for enhancement.
• Engage in high-value interactions with senior client leaders and key program stakeholders, including government officials and public leaders.
• Maintain flexibility to adjust and carry out various additional assignments as needed.
• Offer mentorship, guidance, support, and knowledge-sharing to assist less experienced team members in developing their skills and advancing in their roles.
• Generally, a minimum of 15 years of relevant experience in project management, program management, or a related field.
• Demonstrated experience in the successful planning, delivery, and execution of small and medium programs.
• Proven track record in creating and implementing a successful sales technique strategy.
• A Bachelor's degree in engineering, business, or construction management is preferred.
• At least 10-15+ years of program experience, with a minimum of 3 years in a leadership role within a program.
• Program Management Professional (PgMP) or Project Management Professional (PMP) certifications are highly preferred but not mandatory.
• Experience with Water and Wastewater programs is preferred but not essential.
• Background in key program management areas such as program delivery, strategy formulation, benefits management, stakeholder engagement, governance, and change management.
• Familiarity with various project delivery methods, including Progressive Design Build (PDB), Construction Manager at Risk (CMAR), and Design-Bid-Build (DBB).
• Excellent communication skills, with the ability to engage, listen, and interact diplomatically with staff and clients across all organizational levels.
