• Deliver product management support services and oversee account management.
• Assist in formulating product strategies, development, and achieving strategic objectives for enhancements and improvements to client programs while ensuring adherence to regulations and framework requirements.
• Manage the development and lifecycle of a product from its initial concept through iterative development and launch.
• Ensure alignment with business objectives and customer requirements.
• Conduct strategic and market analysis alongside cross-functional collaboration.
• Serve as a liaison between various teams, converting customer feedback and market insights into actionable plans to foster product success.
• Supervise and provide guidance on product development within the client product portfolio.
• Lead the identification and clarification of client business program objectives and key results (OKRs).
• Create and manage the product vision and roadmap, acting as the content authority for the acceptance criteria of product features.
• Establish measurable product performance indicators that are both quantifiable and qualitatively assessable.
• Contribute to the understanding of product management processes among project staff and stakeholders.
• Collaborate effectively with vendors and state staff on team projects.
• Engage in the client Product Manager Community of Practice.
• Demonstrated experience as an Account Manager managing multiple accounts and/or projects simultaneously.
• Within the last ten (10) years, must have a minimum of three (3) years of full-time equivalent (FTE) experience in comprehending end-to-end product development cycles, including product development, UX, market research, generating product requirements, determining product roadmaps and specifications, production schedules, and time-integrated plans for product launch, as well as developing go-to-market strategies and managing client service relations.
• A bachelor’s degree is required.
• Successful completion of a bootcamp in a related field, along with an additional year of relevant experience, may substitute for the degree requirement.
• A copy of the degree must be submitted upon request.
• Must have a minimum of nine (9) years of FTE experience in the last ten (10) years in product development, market research, pricing, and formulating marketing strategies.
• At least three (3) years of this experience must be in a leadership role.
• Within the last five (5) years, must have a minimum of three (3) years of FTE experience in developing use cases, scenarios, and workflow analyses to create and validate business requirements.
• Must provide at least two (2) references from previous engagements of similar size, scope, and type of service within the last ten (10) years.
• Hold an active and valid Scrum Product Owner Certification.
• A copy of the certificate must be provided upon request.
• Hold an active and valid SAFe® Product Manager/Product Owner or Agilist Certification.
• A copy of the certificate must be provided upon request.
• Within the last five (5) years, experience in establishing product objectives and key results with internal and external governmental stakeholders.
• Within the last five (5) years, experience working with Medicare/Medicaid/Medi-Cal programs or services.
• Two (2) years of experience as an Account Manager serving California state government organizations.
