This is a fully remote position, open to applicants in United States.

📋 Description

• Prepare weekly payroll reports, pay stubs, and timecards for eligible federally funded projects.

• Ensure all employees working on job sites are accurately reflected in payroll reports.

• Submit reports to external consultants for independent review and compliance verification.

• Review confirmed reports and deliver the final certified payroll to clients per federal project requirements.

• Certify payroll reports to meet DBRA standards.

• Maintain records of labor hours, wage classifications, and apprenticeship utilization to support prevailing wage and apprenticeship mandates under IRC Sections 45U and 45Y.

• Monitor apprenticeship labor-hour percentages against phased thresholds and document good-faith efforts when registered apprentices are unavailable.

• Provide labor documentation to clients, third-party consultants, and customer tax advisors for tax credit validation.

• Collaborate with legal and contracts teams on risk-transfer provisions, indemnification, correction costs, and credit recapture risks.

• Differentiate between DBRA correction processes and IRA correction and cure procedures for proper escalation.

• Oversee and manage qualified apprenticeship programs.

• Develop and modify GE Vernova One Field Service apprenticeship programs.

• Maintain training instructions, on-the-job learning, and Davis-Bacon certifications within DOL Rapids 2.0.

• Monitor apprentice ratios, wage progression, and certification statuses.

• Keep organized, audit-ready certified payroll, PWA, and apprenticeship records.

• Ensure compliance with employee data privacy policies and relevant regulatory standards.

• Create SOPs and reporting templates for DBRA and IRA documentation processes.

• Support legal and compliance teams with DOL inquiries and DBRA audits.

• Assist with customer documentation requests related to IRS inquiries or audits concerning customer tax credit claims.

• Identify documentation gaps or discrepancies and communicate them to legal and compliance leadership.

• Act as a point of contact for apprentice employees and union-related inquiries.


⛳️ Requirements

• An associate's degree in Business Administration, Human Resources, Accounting, or a related field is required.

• 3–5 years of experience in payroll administration, HR compliance, or labor relations, preferably in construction, government contracting, or unionized settings.

• Proficient in payroll/HRIS platforms such as Kronos, Workday, and PowerMax, or similar systems like ADP and PeopleSoft.

• Strong Excel proficiency, including pivot tables, VLOOKUP, and data reconciliation.

• Solid understanding of the Davis-Bacon Act and Related Acts (DBRA).

• Knowledge of prevailing wage determinations, fringe benefit calculations, and apprenticeship ratio requirements.

• General awareness of IRC Sections 45U/45Y prevailing wage and apprenticeship mandates and how they differ from DBRA.

• Familiarity with DOL Wage and Hour Division audit protocols.

• Must possess legal authorization to work in the United States.

• Successful completion of a drug screening, if applicable.

• Preferred: 2+ years of direct experience with certified payroll and DBRA compliance.

• Experience with federally funded projects is highly preferred.

• Certified Payroll Professional (CPP) designation is a plus.

• Project Management Professional (PMP) designation is preferred.

• Familiarity with certified payroll software like LCPtracker or eMars is advantageous.

• Knowledge of union labor agreements and CBA administration is a benefit.

• Understanding of union apprenticeship program requirements is desirable.

• Excellent written communication skills for regulatory and customer inquiries.

• High attention to detail and accuracy, especially under deadline pressure.

• Strong organizational and document management capabilities.

• Discretion in managing sensitive employee information.

• Ability to differentiate between DBRA obligations and IRA/PWA documentation responsibilities.

• Capacity to collaborate effectively with legal, compliance, tax/finance, HR, field operations, and union representatives.

• Ability to interpret routine documentation requirements and escalate unclear questions.

• Comfort with navigating evolving IRA/PWA guidelines.
