This is a fully remote position, open to applicants in United States.

📋 Description

• Generate weekly payroll reports, pay stubs, and timecards for eligible federally funded projects.

• Confirm and ensure all employees working at job sites are accurately recorded in payroll reports.

• Submit reports to third-party consultants for independent evaluation, verification, and compliance.

• Review conformed reports and send the final certified payroll to clients in accordance with federal project requirements.

• Certify payroll reports in compliance with DBRA guidelines.

• Maintain labor hours, wage classifications, and apprenticeship utilization records for IRC Sections 45U and 45Y documentation.

• Monitor apprenticeship labor-hour percentages against phased-in thresholds and document good-faith efforts when registered apprentices are unavailable.

• Provide labor documentation to clients, consultants, and customer tax advisors per contract terms.

• Collaborate with legal and contracts teams concerning contractual risk-transfer provisions and documentation issues.

• Differentiate between DBRA correction processes and IRA correction and cure mechanisms for appropriate escalation.

• Manage and oversee qualified apprenticeship programs.

• Create and adjust GE Vernova One Field Service apprenticeship programs.

• Maintain training instructions, on-the-job learning, and Davis-Bacon certifications within DOL Rapids 2.0.

• Track apprentice ratios, wage progression, and certification status.

• Keep audit-ready certified payroll, PWA, and apprenticeship records.

• Develop SOPs and reporting templates for DBRA and IRA-driven documentation workflows.

• Assist legal and compliance teams with DOL inquiries and audits.

• Support client documentation requests related to IRS inquiries or audits of customer tax credit claims.

• Identify documentation gaps or discrepancies and report to legal and compliance leadership.

• Act as a point of contact for apprentice employees and union inquiries.


⛳️ Requirements

• At least an associate's degree in Business Administration, Human Resources, Accounting, or a related field.

• 3–5 years of experience in payroll administration, HR compliance, or labor relations.

• Experience preferably in construction, government contracting, or unionized settings.

• Proficiency in payroll/HRIS platforms such as Kronos, Workday, and PowerMax, or similar systems like ADP and PeopleSoft.

• Strong skills in Excel, including pivot tables, VLOOKUP, and data reconciliation.

• Working knowledge of the Davis-Bacon Act and Related Acts (DBRA).

• Understanding of prevailing wage determinations, fringe benefit calculations, and apprenticeship ratio requirements.

• General awareness of IRC Sections 45U/45Y prevailing wage and apprenticeship requirements, including their procedural differences from DBRA.

• Familiarity with DOL Wage and Hour Division audit processes.

• Ability to manage sensitive employee data in accordance with privacy policies.

• Preferred: 2+ years of direct experience with certified payroll and compliance with the Davis-Bacon Act.

• Experience with federally funded projects is highly preferred.

• Certified Payroll Professional (CPP) and Project Management Professional (PMP) designations preferred.

• Must be legally authorized to work in the United States.

• Must successfully pass a drug screen, as required.
