Policy and Partnerships Lead – CEE and Baltics

This is a fully remote position, open to applicants in Poland.

📋 Description

• Develop and implement OpenAI's public policy and partnership strategy for Central and Eastern Europe as well as the Baltics.

• Identify key markets, issues, and opportunities for engagement.

• Build and sustain trusted relationships with senior policymakers, regulators, public administration officials, civil society organizations, researchers, business leaders, and other influential stakeholders.

• Create tailored country strategies that reflect local political, economic, and regulatory environments.

• Lead discussions on critical AI and technology policy matters.

• Identify and cultivate partnerships, programs, coalitions, and initiatives that yield substantial regional impact.

• Monitor political, legislative, and regulatory changes, providing strategic recommendations accordingly.

• Connect national capitals with Brussels by linking national policy developments to EU-level discussions, regulations, and implementations.

• Represent OpenAI at senior-level meetings, industry forums, conferences, and other engagements.

• Prepare briefing materials, policy positions, and strategic recommendations for OpenAI leaders.

• Collaborate across various teams including Global Affairs, Legal, Communications, Product, Safety and Security, Partnerships, Go-to-Market, and others.

• Report directly to the Head of EU Member States Policy & Partnerships.

• Travel frequently within the region, occasionally to other parts of Europe, and sometimes to the US.


⛳️ Requirements

• Extensive knowledge of the political, institutional, and technology-policy landscape in Central and Eastern Europe and/or the Baltics, with established credibility in at least one priority market.

• Proven network and experience in building trusted relationships with policymakers, regulators, civil society, and other senior stakeholders.

• Familiarity with EU policymaking and the interplay between Brussels-level policy, national politics, regulation, and implementation.

• Strong judgment in technology-policy matters and a solid understanding of AI-related issues, including privacy, data, competition, copyright, product safety, and consumer protection.

• Direct experience in AI policy is a significant advantage.

• History of converting political relationships and policy goals into tangible partnerships, programs, coalitions, campaigns, or initiatives with significant impact.

• Comfort in navigating multiple countries and political contexts.

• Ability to manage various markets and workstreams through fast-paced cycles of analysis, decision-making, and implementation.

• Capacity to build trust with senior stakeholders and demonstrate sound judgment.

• Proficient in coalition-building.

• Ability to articulate complex technical and policy concepts clearly to diverse audiences.

• Executive presence in sensitive, high-level settings.

• Strong strategic thinking, problem-solving, project management, and cross-functional leadership abilities.

• Sound judgment, intellectual flexibility, and outstanding personal integrity.

• Fluent in English.

• Professional proficiency in at least one Central and Eastern European or Baltic language is strongly preferred, with Polish being particularly valuable.
