
National Consultant – Integrating Climate and Environment into Teacher Training

This is a fully remote position, open to applicants in Maldives.
• Evaluate current pre-service and in-service teacher training resources for climate, environment, and DRR content across primary and secondary levels.
• Identify gaps, opportunities, capacity needs, priority topics, and learning outcomes that align with the Greening Curriculum Guidance and National Curriculum Framework.
• Map out existing teacher training curricula, modules, materials, content, and pedagogical methods.
• Conduct a remote online survey to assess teachers’ and school leaders’ preparedness to teach climate, environment, and DRR.
• Evaluate knowledge, attitudes, confidence, and practices related to climate science, pedagogical content knowledge, and learner-centred/action-based teaching methods.
• Analyze survey results to pinpoint capacity gaps and opportunities for teacher education and professional development.
• Collaborate with the National Institute of Education (NIE) to update selected pre-service and in-service teacher training materials and programs.
• Create supplementary teaching aids, such as lesson exemplars, facilitation notes, and formative assessment tools.
• Incorporate interactive, inclusive, gender-responsive, transformative, action-oriented, learner-centred, place-based, inquiry-based, and scenario-planning pedagogies.
• Assist UNESCO, the Ministry of Education, and NIE during consultation and validation workshops.
• Integrate stakeholder feedback and finalize deliverables and recommendations for institutionalization through NIE and national teacher education systems.
• Produce an Assessment and Mapping Report.
• Generate a Teacher Readiness Assessment Report.
• Deliver updated teacher training materials and supplementary teaching aids.
• Compile a Consultation and Validation Workshop Report.
• Manage own logistics, research-related travel, telecommunications, printing, and administrative support.
• Engage in regular meetings with UNESCO to discuss progress and next steps.
• Incorporate feedback and revisions from UNESCO into all deliverables.
• An advanced university degree (Master's or equivalent) in education, curriculum development, teacher education, pedagogy, Education for Sustainable Development (ESD), environmental education, or a related field; alternatively, a Bachelor's degree with three years of relevant experience.
• A minimum of seven (7) years of progressive professional experience in the education sector.
• Proven expertise in curriculum development, teacher training, teaching and learning materials (TLMs), pedagogy, and institutional capacity development.
• Strong understanding of global standards and best practices in curriculum design, teacher education, and TLM development, particularly regarding climate change, environmental sustainability, and/or Disaster Risk Reduction (DRR).
• Demonstrated experience in designing, reviewing, and revising curricula and teacher training resources, ideally within Small Island Developing States (SIDS) or similar contexts.
• Proven experience in climate change education, Education for Sustainable Development (ESD), and/or DRR integration within education systems.
• Demonstrated experience working in the Maldives, including familiarity with the Ministry of Education (MoE), National Institute of Education (NIE), and teacher training systems.
• Experience in conducting capacity assessments, including survey design, data collection and analysis, and formulating actionable recommendations.
• Experience facilitating stakeholder consultations and collaborating effectively with government counterparts, teacher training institutions, and development partners.
• Proven experience in integrating learner-centred, inclusive, gender-responsive, and action-oriented pedagogies into curriculum and teacher training resources.
• Excellent verbal and written communication skills in English.
• Proficiency in Dhivehi is required.
• Demonstrated ability to produce high-quality outputs within set timelines.
• Submission of a Cover Letter, updated CV, Technical Proposal, Financial Proposal in US dollars, and a list and samples of relevant work is required.
• At least two examples related to the deliverables and at least one sample authored by the applicant in the Maldives or a similar context.
• All required documents must be submitted in English.
• Must utilize Harvard referencing style and ensure proper citation of sources while respecting copyright laws.
• Must incorporate a gender perspective and apply gender analysis and mainstreaming concepts whenever feasible.
• No specific benefits or compensation extras are stated.
• The consultant is responsible for office space, administrative and secretarial support, team members, telecommunications, travel arrangements, printing, and other logistics; these costs should be included in the lump-sum proposal.
• UNESCO will provide ongoing feedback throughout the process, including feedback and revisions for deliverables.
• Regular meetings with UNESCO will be conducted to discuss progress and next steps.
• Technical assets produced will belong to UNESCO.
