This is a fully remote position, open to applicants in Indonesia, +3 more countries.
• Develop an Inception Report detailing the methodology, work plan, national data sources, key stakeholders, and the approach for data collection and analysis.
• Recognize potential challenges concerning data availability, accessibility, definitions, coverage, and comparability.
• Gather complementary quantitative data and assist in the quantitative baseline analysis using pertinent national and sectoral resources.
• Collect available sex-disaggregated data and collaborate with institutions to clarify definitions, coverage, and limitations.
• Examine national laws, regulations, policies, strategies, and institutional frameworks related to women's involvement and advancement in mining.
• Analyze evidence on workplace practices, working conditions, obstacles, and enabling factors impacting women's employment.
• Conduct qualitative and policy analysis regarding women's participation and employment conditions in large-scale mining.
• Identify and document exemplary practices by governments, mining companies, industry associations, labor organizations, and other stakeholders.
• Evaluate gaps and challenges in national systems for collecting, classifying, and reporting sex-disaggregated mining employment data.
• Interpret and contextualize quantitative findings generated by the IGF and ILO alongside complementary country-level evidence.
• Provide practical policy recommendations to enhance women's participation, retention, working conditions, and career advancement.
• Compile a Country Report integrating quantitative and qualitative evidence, findings, context, barriers, good practices, data-system gaps, and recommendations.
• Engage in regular coordination meetings with the IGF and ILO project team and other national consultants as necessary.
• Deliver all outputs in English in editable formats, including standardized quantitative spreadsheets, source references, and reproducible metadata.
• Advanced university degree in economics, labor studies, gender studies, public policy, mining, social sciences, or a related field, or an equivalent combination of education and professional experience.
• Minimum of 7 years of pertinent professional experience in mining, gender equality, labor and employment, public policy, or related research.
• Strong familiarity with the national mining sector.
• Proven experience in qualitative research, policy and institutional analysis, and producing high-quality analytical reports.
• Experience related to gender equality, employment, skills, or the extractives sector is preferred.
• Capacity to understand and interpret statistical findings and official labor market information.
• Ability to collaborate effectively with a statistician or quantitative research team.
• Advanced microdata processing or ISIC/ISCO coding is not mandatory.
• Demonstrated understanding of gender equality issues impacting women’s participation, working conditions, retention, and career progression in the labor market.
• Ability to identify and critically evaluate both official and unofficial national sources, engage with relevant institutions, and elucidate country-specific definitions, data gaps, and contextual limitations.
• Excellent proficiency in written English.
• Fluency in the main national language(s) necessary to access relevant legislation, policy documents, institutional information, and stakeholder views.
• Strong organizational skills and the ability to work independently while closely coordinating with an international project team.
• All deliverables must be submitted in English in editable formats.
• Incomplete and late proposals will be automatically disqualified.
• The assignment is primarily expected to be conducted from the consultant’s home base.
• Meetings will typically occur remotely.
• Methodological guidance, relevant materials from the initial phase, and feedback on deliverables will be provided by the IGF and ILO project team.

• Expected daily rates will be considered during the selection process (applicants are required to submit their rates).
