This is a fully remote position, open to applicants in United States.
• Design, develop, test, and deploy native mobile applications that support FEMA digital services, ensuring compliance with federal digital experience standards and IDEA requirements.
• Create and maintain mobile applications utilizing technologies such as Java, JavaScript, and open-source mobile frameworks, while integrating with backend systems built on Ruby-on-Rails, PHP, and MySQL.
• Engage in full-stack development tasks, including front-end mobile interfaces and backend service integration to facilitate dynamic, data-driven applications.
• Support all stages of the Systems Engineering Life Cycle (SELC), which encompasses requirements analysis, design, development, testing, deployment, and documentation.
• Conduct regular maintenance, which includes applying security patches, fixing defects, and ensuring adherence to DHS/FEMA cybersecurity and vulnerability remediation standards.
• Create and implement detailed test plans, which cover functional, regression, and Section 508 accessibility testing for mobile applications.
• Collaborate with UX/CX teams to apply human-centered design principles, ensuring that mobile experiences are consistent, accessible, and user-friendly.
• Integrate mobile applications with cloud environments (e.g., AWS), APIs, analytics platforms, and third-party systems to facilitate scalable and data-informed services.
• Use ticketing systems and agile methodologies to manage development tasks, provide status reports, and support continuous delivery pipelines.
• Monitor mobile application performance and user behavior, offering recommendations for optimization and enhancing customer experience.
• Ensure compliance with Section 508, W3C, and federal accessibility and usability standards across all mobile solutions.
• Provide surge support during disaster operations, including rapid development, troubleshooting, and deployment of mobile capabilities as required.
• Perform other relevant duties as assigned and for which you are qualified/trained.
• Bachelor’s degree in Computer Science, Information Systems, or a related field.
• At least 8 years of experience as a full-stack developer, with proven experience in developing native mobile applications for both iOS and Android.
• Demonstrated expertise in creating native mobile applications using Java and JavaScript, along with backend technologies such as Ruby-on-Rails, PHP, and MySQL.
• Proven experience managing and leading cross-functional Agile development teams.
• Demonstrated experience working within the Federal Government contracting environment, specifically supporting DHS IT programs.
• Strong background in mobile application architecture, API integration, and cloud environments (e.g., AWS).
• Experience supporting mobile applications throughout the full Systems Engineering Life Cycle (SELC), including documentation and ATO-related artifacts.
• Proven ability to implement secure coding practices and ensure compliance with federal cybersecurity standards.
• Experience in developing and executing test plans, including accessibility (Section 508) and regression testing.
• Familiarity with Drupal and its integration with mobile applications.
• Experience working in Agile or DevSecOps environments, utilizing ticketing and collaboration tools.
• Knowledge of human-centered design (HCD) and the ability to work with UX/UI teams to deliver exceptional user experiences.
• Ability to obtain and maintain a Public Trust security clearance.
