
Military Advisor – Civil Engineer, Part Time

This is a fully remote position, open to applicants in Hawaii.
• Provide civil engineering and construction assistance for small-scale Section 333 infrastructure initiatives.
• Aid in project planning, design evaluation, and execution oversight in collaboration with U.S. and host-nation stakeholders.
• Act as a liaison with Host-nation military engineering entities, Host Base Civil Engineers (BCE), U.S. Army Corps of Engineers (USACE), and other implementing organizations.
• Engage in project design evaluations, site assessments, and coordination meetings as the operational engineering representative.
• Oversee project timelines, budgets, and performance, and generate status reports and presentations.
• Identify construction risks, limitations, and execution challenges; formulate mitigation strategies.
• Ensure that construction activities are in line with operational requirements, partner-nation expectations, and Section 333 program goals.
• Support engineering capacity-building initiatives with partner forces through coordination and advisory assistance.
• Ensure adherence to applicable DoD, host-nation, environmental, and safety regulations.
• A mix of field site visits and program coordination support.
• Collaborate with U.S. Government personnel, contractors, and partner-nation representatives.
• Undertake additional responsibilities as assigned or necessary.
• 9 years of relevant experience with a Bachelor's degree in a related field; 7 years of relevant experience with a Master's degree in a related field; 4 years of relevant experience with a PhD or Juris Doctorate in a related field; or a High School Diploma or equivalent with 13 years of relevant experience.
• Experience in construction engineering or infrastructure project management.
• Background in supporting small-scale or expeditionary construction projects.
• Familiarity with U.S. Government construction procedures (e.g., MILCON, USACE coordination, or similar).
• Capability to work efficiently in a multinational and cross-cultural environment.
• Strong skills in coordination, communication, and reporting.
• Willingness to deploy up to 50% of the time as dictated by mission requirements.
• Must be eligible to obtain and maintain a Secret clearance.
