This is a fully remote position, open to applicants in Canada.

📋 Description

• Create, implement, and continually enhance evaluation frameworks throughout ICTC’s programs and initiatives.

• Formulate logic models, theories of change, outcome frameworks, indicators, data collection strategies, and reporting cycles.

• Integrate evaluation methodologies into program planning while ensuring alignment with funder requirements, participant needs, operational realities, and strategic goals.

• Develop and oversee evaluation tools, templates, processes, systems, and data collection practices.

• Coordinate monitoring efforts to track program performance, outputs, outcomes, risks, and opportunities for improvement.

• Analyze program performance metrics, participant feedback, delivery trends, and qualitative data.

• Generate dashboards, briefs, summaries, internal reports, final evaluation reports, presentations, impact summaries, and learning products.

• Facilitate program learning sessions, reflection discussions, and inter-team dialogues.

• Oversee the collection, synthesis, and communication of impact evidence across CBI programs.

• Translate findings into materials suitable for internal audiences, funders, partners, clients, and external stakeholders.

• Assist with case studies, briefing notes, stewardship materials, proposals, renewal strategies, and government relations initiatives.

• Develop and support revenue-generating external evaluation and impact measurement services.

• Contribute to service offerings, delivery models, scopes of work, pricing assumptions, timelines, templates, proposals, budgets, and work plans.

• Engage in client discovery dialogues, funder meetings, and partner discussions.

• Lead or assist in external evaluation engagements, covering methodology, client communication, project management, and final reporting.

• Identify programs at risk and support corrective actions and continuous improvement initiatives.

• Collaborate with Program Management, Program Design, Operations, Finance, Communications, Research & Policy, Economics/LMI, Government Relations, and Business Development teams.

• Represent ICTC’s evaluation and impact efforts with partners, funders, clients, and community stakeholders.


⛳️ Requirements

• Relevant experience in program evaluation, applied research, impact measurement, performance measurement, learning and evaluation, or a related discipline.

• Specialist level: generally 2–5 years of pertinent experience.

• Manager level: generally 5–7 years of relevant experience, including leadership in evaluation work, projects, or cross-functional initiatives.

• Experience in evaluating workforce development, digital skills, education, employment, innovation, capacity-building, nonprofit, or public sector initiatives.

• Strong understanding of logic models, theories of change, outcomes frameworks, KPIs, surveys, interviews, focus groups, qualitative analysis, quantitative analysis, and mixed-methods evaluation.

• Excellent quantitative and qualitative analytical capabilities.

• Ability to convert data into insights and actionable recommendations.

• Experience in producing evaluation reports, dashboards, presentations, briefing notes, or impact summaries.

• Strong ability to collaborate across teams and manage multiple priorities, timelines, and stakeholders.

• Experience in contributing to proposals, scopes of work, funder reports, client-facing deliverables, or external evaluation engagements.

• Strong project management abilities.

• Commitment to equity, ethical data practices, privacy, accessibility, and community-centered evaluation.

• Preferred: experience in nonprofit, workforce development, public policy, social impact, or the public sector.

• Preferred: experience in developing or delivering evaluation services for external clients, funders, partners, or third-party organizations.

• Preferred: familiarity with Salesforce, Excel, Power BI, Tableau, SPSS, R, NVivo, survey platforms, CRM systems, or similar tools.

• Preferred: experience supporting funder reporting, grant evaluation requirements, renewal submissions, or stewardship materials.

• Bilingualism in English and French is an asset.
