
Management Consultant, Strategic Resilience – FEMA HMGP

This is a fully remote position, open to applicants in Virginia.
• Collaborate with teams to perform open-source policy research and data analysis that aids in long-term recovery planning, hazard mitigation plans, grant funding strategies, and the development of hazard mitigation grant applications.
• Assist in the coordination and management of various large-scale, federally funded programs that concentrate on hazard mitigation, infrastructure, and housing resilience, overseeing the process from initiation to closeout.
• Act as a subject matter expert in FEMA HMA programs, providing guidance to state, local, and private non-profit clients on extensive mitigation projects.
• Serve as a technical advisor to formulate hazard mitigation, long-term recovery, and resilience strategies, which includes conducting risk and vulnerability assessments and creating grant funding roadmaps for project execution.
• Create and present materials to client leadership and other contractors to facilitate project implementation activities as needed.
• Lead internal project teams, ensuring quality oversight of technical work, such as mitigation planning, project scoping, benefit-cost analysis, grant application development, hazard mitigation plan evaluations, and grant management.
• Support key clients and projects with an emphasis on maintaining client satisfaction while proactively seeking growth opportunities.
• Contribute to business development initiatives by engaging in opportunity capture, proposal writing, white papers, opinion pieces, and other marketing efforts.
• A Bachelor’s degree in Planning, Public and/or Environmental Justice or Policy, Economics, or a related field.
• Over 8 years of experience in conducting research, analyzing data and policies, managing grants, and developing products, such as state and/or local policies, plans, and FEMA mitigation grant applications.
• At least 5 years of experience in implementing FEMA Hazard Mitigation Assistance grants.
• Willingness and capability to travel (by flight and vehicle) for work as necessary.
• Must possess a valid current U.S. driver’s license and be able to successfully pass a Motor Vehicle Records (MVR) check.
