This is a fully remote position, open to applicants in United States.
• Act as a strategic recruiting advisor for Business Development, Capture, and Proposal teams
• Formulate competitive staffing strategies for new business initiatives
• Engage in capture planning meetings and assist with color team reviews
• Identify, recruit, qualify, and interview candidates for Key Personnel roles
• Create talent pipelines for recurring proposal roles and strategic growth opportunities
• Conduct research on the existing workforce and evaluate staffing structures, compensation, availability, recruiting challenges, and transition risks
• Keep track of labor market conditions, competitor hiring activities, workforce trends, and emerging skill requirements
• Offer data-driven insights regarding salary competitiveness, recruiting timelines, staffing risks, and proposal readiness
• Generate and report on recruiting and proposal staffing metrics
• Prepare assessments of staffing risks and reports on labor markets, candidate availability, and pipeline health
• Maintain recruiting documentation within the ATS and proposal repositories
• Establish partnerships with Business Development, Proposal, Capture, Operations, Human Resources, and Hiring Managers
• Inform stakeholders about recruiting practices and labor market conditions
• Uphold confidentiality regarding competitive pursuits
• Bachelor's degree in Human Resources, Business Administration, or a related field, accompanied by seven (7) years of Talent Acquisition experience in federal government contracting within the defense sector
• Five (5) of those years must be in support of proposals
• Thirteen (13) years of experience may substitute for formal education
• Experience in supporting capture, proposal, or growth organizations
• Proven history of recruiting cleared professionals and Key Personnel
• Familiarity with federal proposal staffing processes
• Proficient in using an Applicant Tracking System (ATS) such as Greenhouse, Workday, iCIMS, Lever, Taleo, or similar platforms
• Experience in conducting labor market research and compensation analysis
• Skilled in developing and analyzing recruiting and proposal staffing metrics, including time-to-fill, staffing risk analysis, and salary realism
• Ability to convert findings into actionable recommendations for proposal, capture, and business leadership
• Capable of managing multiple proposal recruiting efforts concurrently while adhering to tight federal proposal deadlines
• Strong experience in identifying talent within the Defense industry
• Preferred knowledge of Health IT and Public Health contracting environments
• Outstanding written and verbal communication skills
• Strong organizational and project management skills
• Ability to shift focus to funded roles when workload permits
• Ideal experience recruiting for Navy contracts in Norfolk, VA, San Diego, CA, and/or Charleston, SC
