This is a fully remote position, open to applicants in Virginia.
• Act as Key Personnel and the technical leader on an engineering team.
• Spearhead the design and development of the initial production content-exchange bridge linking the Library of Congress Enterprise Copyright System with Digital Library Services applications.
• Oversee a 3–5 person engineering team.
• Create Architecture Decision Records, establish coding standards, perform peer code reviews, and set quality gates.
• Design, construct, and maintain integration layers and versioned API client contracts.
• Separate consumer pipelines from upstream schema changes.
• Write production-quality code in Python/Django and Java environments.
• Develop and enhance scalable event-driven processing pipelines utilizing AWS services.
• Manage infrastructure using Terraform.
• Sustain and modernize CI/CD pipelines through Jenkins and SonarQube.
• Implement and oversee Content-Addressable Storage architectures with fixity verification.
• Create and maintain Solr and/or Elasticsearch search indexing.
• Collaborate with government Product Owners and stakeholders in a federal Agile/SCRUM context.
• Direct story-point estimation, sprint planning, backlog grooming, and retrospectives.
• Provide support during core business hours, Monday–Friday.
• Complete Library of Congress IT security training and sign an NDA before gaining system access.
• At least 5 years of hands-on experience in information system design, complex software development, and application programming on large-scale database management systems.
• Experience in production application development using Python with Django.
• Application development experience in Java within a hybrid Python/Java architecture.
• Practical AWS experience with ECS Fargate, Lambda, S3, RDS, and SNS/SQS.
• Proficiency with Terraform for Infrastructure as Code.
• Hands-on experience in building and maintaining automated CI/CD pipelines utilizing Jenkins and security scanning tools like SonarQube.
• Familiarity with Content-Addressable Storage architectures, hash-based addressing, immutable object stores, and fixity verification.
• Experience with Solr and/or Elasticsearch for content discovery and metadata querying.
• Proven experience with HTML5, CSS3, and JavaScript.
• Experience in designing microservices architectures with versioned API client contracts, backward compatibility, and graceful degradation.
• Practiced Agile/SCRUM methodologies in a federal delivery environment, including estimation, sprint planning, and backlog grooming.
• Availability to support core business hours, 8:30 AM–5:30 PM ET, Monday–Friday.
• Capacity to complete Library of Congress IT security training and NDA prior to system access.
• No active security clearance is required; must fulfill Public Trust/CUI/Moderate eligibility criteria.
• Preferred: previous delivery on Library of Congress contracts under Library SDLC standards.
• Preferred: familiarity with digital preservation concepts and standards such as OAIS, PREMIS, and METS.
• Preferred: experience with malware scanning, fixity validation, or format characterization pipelines.
• Preferred: knowledge of TypeScript, ReactJS, or Angular.
• Preferred: experience in modernizing or migrating CI/CD pipeline tooling.
