This is a fully remote position, open to applicants in Maryland.
• Oversee the complete recruitment process for technical, professional, corporate, administrative, and key personnel roles, from the initial intake to offer acceptance and onboarding.
• Create and implement recruiting strategies that align with workforce demands, growth goals, proposal initiatives, contract transitions, and new business opportunities.
• Collaborate with hiring managers, executive leadership, and Business Development/Capture teams to establish talent needs, selection criteria, expectations, hiring plans, and market insights.
• Develop and sustain talent pipelines and candidate networks across essential business functions.
• Identify, attract, evaluate, and engage qualified candidates through direct sourcing, networking, referrals, recruiting technologies, and relationship-driven outreach.
• Provide insights on labor market trends, compensation benchmarks, competitive analysis, and workforce recommendations.
• Advocate for the organization's culture, mission, and employer branding while ensuring clear and prompt communication with candidates.
• Mentor recruiters and work with hiring managers on best interview practices, inclusive hiring, candidate evaluation, and talent acquisition strategies.
• Assess and implement recruiting technologies, process enhancements, reporting, and scalable talent acquisition methods.
• Examine recruiting metrics and hiring patterns, recognize risks, evaluate effectiveness, and suggest solutions.
• Ensure adherence to EEO, OFCCP, federal contracting regulations, and company policies.
• Bachelor's degree in Human Resources, Business Administration, or a related discipline; equivalent professional experience may be accepted.
• A minimum of 7 years of full-cycle recruiting experience, encompassing technical, professional, corporate, and/or federal contracting roles.
• Proven experience managing multiple requisitions and priorities in a dynamic, deadline-oriented environment.
• Demonstrated ability to collaborate with hiring leaders and business stakeholders to formulate hiring strategies and influence talent-related decisions.
• Strong sourcing skills utilizing direct outreach, networking, referrals, talent intelligence tools, and recruiting technologies.
• Familiarity with talent acquisition best practices, interviewing techniques, and candidate evaluation methods.
• Knowledge of federal employment laws, EEO and OFCCP regulations, and compliance-based recruiting practices.
• Experience with applicant tracking systems, sourcing platforms, and recruiting analytics tools.
• Outstanding communication, relationship management, negotiation, and influence skills.
• Capability to analyze labor market trends, interpret recruiting data, and convert insights into actionable recommendations.
• Ability to mentor others, enhance processes, and support organizational initiatives.
• Preferred certifications include SHRM-CP, SHRM-SCP, PHR, SPHR, AIRS, CIR, or other relevant credentials.
• Experience in supporting geographically dispersed or remote teams across various states is preferred.
• Familiarity with federal contracting environments, labor categories, position classifications, and contract-driven staffing requirements is preferred.
• Experience in supporting proposal initiatives, contingent hiring efforts, contract transitions, or rapid workforce ramp-up activities is preferred.
