Lead Pre-Construction Project Manager

This is a fully remote position, open to applicants in United Kingdom.

📋 Description

• Lead and mentor a team of Pre-Construction Project Managers by providing day-to-day leadership, technical guidance, and performance oversight.

• Plan, coordinate, and manage Pre-Construction packages across various MOD Service Family Accommodation estate improvement projects.

• Develop project briefs throughout the design scope and specification stages, adhering to RIBA Stages 0–4.

• Deliver performance updates to the Principal Pre-Construction Project Manager and Senior Programme Manager.

• Convert survey results into scopes of work, outline specifications, and project recommendations.

• Appoint and oversee specialist consultants for surveys, designs, structural reports, and technical inputs.

• Manage and report on the packaging programme while supporting project milestones and business priorities.

• Review packages to ensure accuracy, completeness, technical integrity, and compliance.

• Provide technical input during the initial project phases and identify risks, constraints, and opportunities.

• Collaborate with internal teams, consultants, contractors, and clients.

• Drive continuous improvement of pre-construction processes, standards, templates, and work methods.

• Monitor team competence and assess continuing professional development needs.

• Ensure adherence to health and safety regulations, governance procedures, and statutory and technical standards.

• Allocate packaging resources and workloads to meet established timelines.

• Mentor graduates and junior team members.

• Monitor risks, assumptions, and dependencies, escalating issues while recommending mitigation strategies.

• Contribute to budget planning, cost certainty, estimating, planning, and procurement efforts.

• Represent the packaging function in various meetings, reviews, and stakeholder discussions.

• Lead, coordinate, and evaluate technical reviews across active works packages.

• Act as the deputy to the Pre-Construction Lead during their absences.

• Conduct six Employee Engagement Visits annually and document outcomes in EoL.

• Support Amey’s infrastructure consultancy and operations within civic, transport, and defense systems.


⛳️ Requirements

• Accredited degree in construction or an equivalent relevant qualification.

• Membership in a relevant professional body such as RICS or MCIOB, or working towards membership.

• Proven experience in project management, building fabric, and developing scopes of work and specifications.

• Experience managing multiple projects and tasks in a dynamic environment.

• Strong IT skills and proficiency in relevant project, reporting, and document management systems.

• Ability to work independently and proactively.

• Experience in leading, mentoring, or supporting Project Managers and junior team members.

• In-depth technical knowledge of building regulations, construction methods, CDM 2015, and statutory compliance requirements.

• Understanding of health and safety, risk management, and project governance in the construction or property sector.

• Ability to produce clear, accurate, and concise reports, project briefs, and technical recommendations.

• Effective communication and stakeholder management abilities.

• Capability to manage competing priorities and allocate workloads across multiple projects or programmes.

• Experience in managing team performance, reviewing technical outputs, and ensuring quality assurance.

• Commercial awareness regarding cost certainty, programme delivery, procurement support, and project advancement.

• Full Security Clearance is required.
