This is a fully remote position, open to applicants in Arizona, +22 more states.
• Lead the planning for capturing qualified federal opportunities that align with MO’s growth strategy.
• Create and sustain capture plans for key pursuits, encompassing customer analysis, competitive evaluations, solution strategies, teaming approaches, win themes, pricing considerations, risks, and action plans.
• Manage the pursuit timeline from the point of a qualified opportunity through to proposal handoff.
• Facilitate internal pursuit meetings, ensuring that action items are documented, assigned, and completed.
• Confirm that each pursuit has a distinct win strategy, value proposition, and competitive positioning prior to the start of proposal development.
• Evaluate opportunity alignment with MO’s capabilities, contract vehicles, past performance, customer relationships, competition, partner access, delivery risks, and likelihood of winning.
• Prepare qualification summaries and pursuit recommendations for leadership review.
• Detect poor-fit opportunities early to prevent the misallocation of capture and proposal resources.
• Cultivate a thorough understanding of target customer missions, challenges, priorities, budgets, purchasing behavior, organizational structure, and decision-making drivers.
• Investigate agency strategies, program objectives, procurement history, incumbent performance, modernization needs, and mission drivers.
• Assist in planning customer engagements, including call plans, meeting agendas, discovery questions, briefing materials, and follow-up actions.
• Analyze incumbents, potential competitors, contract histories, pricing signals, teaming patterns, past awards, and evaluation factors.
• Identify MO’s strengths, weaknesses, opportunities, and threats for each pursuit.
• Suggest positioning strategies that enhance MO’s competitive edge.
• Minimum of 5 years of experience in federal capture, business development, proposals, program management, consulting, technology delivery, or GovCon growth roles.
• Proven understanding of the federal contracting lifecycle, including opportunity identification, qualification, capture planning, teaming, proposal development, evaluation criteria, and award decision processes.
• Experience in supporting or leading capture efforts for federal technology, digital modernization, software, data, cloud, AI, health IT, or professional services opportunities.
• Capability to develop capture plans, win themes, customer profiles, competitor assessments, partner strategies, and pursuit action plans.
• Strong knowledge of federal procurement sources and tools, including SAM.gov, FPDS, agency forecasts, GSA, NASA SEWP, GWACs, IDIQs, BPAs, and market intelligence platforms.
• Excellent written and verbal communication skills.
• Proficient in collaborating effectively with executives, BD teams, solution leaders, delivery teams, proposal managers, and external partners.
• Exceptional organizational skills with the ability to manage multiple pursuits at once.
