This is a fully remote position, open to applicants in United States.
• Create and implement capture plans for designated opportunities from the qualification stage through to proposal handoff.
• Develop pursuit strategies, win themes, competitive positioning, collaboration approaches, and customer engagement plans.
• Keep updated evaluations of opportunity health, including customer interaction, competitive positioning, pricing strategies, staffing plans, and teamwork status.
• Recognize risks early and initiate corrective action plans.
• Cultivate and sustain relationships with contracting officers, program managers, CORs, mission stakeholders, industry partners, and acquisition personnel.
• Engage in industry events, capability briefings, industry days, and customer meetings.
• Formulate and implement customer contact strategies.
• Lead outreach efforts, negotiations, NDAs, and teaming agreements.
• Identify, assess, and involve strategic partners.
• Collect and analyze competitive intelligence.
• Collaborate with the Sr. Solutions Architect to refine solution concepts into proposal-ready formats.
• Work closely with the BD Analyst/Manager to maintain pipeline data, prioritize opportunities, and integrate market intelligence.
• Assist with color team reviews, providing insights on win themes, differentiators, solution alignment, past performance mapping, and competitive positioning.
• Offer recommendations for bid/no-bid decisions.
• Contribute to strategies for incumbent-flip and small-business growth.
• Foster relationships with customers, partners, and industry stakeholders across targeted markets.
• Progress qualified opportunities through the business development lifecycle.
• Aid in transforming qualified pipeline opportunities into proposal submissions with a viable path to win.
• 5–10 years of experience in federal capture management, business development, or a related growth position.
• Proven track record of winning federal opportunities, ideally within Health IT, civilian, or defense sectors.
• Familiarity with HHS, NIH, HRSA, CDC, CMS, FAA, Army, or similar federal agencies.
• Understanding of federal acquisition procedures, contract vehicles, GWACs, IDIQs, and GSA schedules.
• Experience utilizing GovWin, SAM.gov, FPDS, USAspending, and other market intelligence tools.
• Capability to establish relationships and gather actionable insights through direct engagement with customers and partners.
• Excellent organizational skills with the ability to manage several opportunities at once.
• Practical knowledge of capture and proposal best practices, including Shipley, APMP, or similar methodologies.
• Sound judgment and professional maturity.
• Strong ability to communicate opportunity risks and recommendations effectively.
• Comfortable using AI tools for research, drafting, and competitive analysis, with the ability to verify, edit, and take ownership of results.
• Eligibility to obtain a Public Trust or security clearance if necessary.
