This is a fully remote position, open to applicants in Arizona, +8 more states.
• Facilitate organized knowledge-transfer sessions between outgoing and incoming teams.
• Maintain transition inventories that include system documentation, runbooks, data dictionaries, interface specifications, configuration baselines, application and interface inventories, and operational procedures.
• Monitor onboarding and operational-readiness tasks, such as background checks, system access, security training, and tool accessibility.
• Ensure timely completion of transition deliverables, including the Transition-In Plan, knowledge-transfer materials, readiness assessments, and transition status reports.
• Identify and escalate knowledge gaps, documentation shortcomings, and access delays to the Program Manager and Project Manager.
• Keep a transition-specific risk register updated.
• Collaborate with engineering, cybersecurity, operations, and QA teams to confirm the validity of transferred knowledge and documentation.
• Assist in transition governance by providing status reports, decision documentation, readiness assessments, and communications directed at the Contracting Officer Representative (COR).
• Organize the transfer of program development artifacts, including code, design materials, and operational runbooks.
• Bachelor’s degree in a relevant field.
• At least 6 years of experience in IT transition management, knowledge management, or program coordination within federal IT contracts.
• Proven experience in managing knowledge transfer and transition documentation during federal Operations & Maintenance (O&M) contract transitions.
• Experience in developing and maintaining transition inventories, onboarding trackers, and readiness assessment documentation.
• Capability to manage multiple workstreams involving both technical and non-technical stakeholders.
• Familiarity with SharePoint, Confluence, GitHub, and JIRA.
• Excellent written communication skills for creating customer-facing deliverables, status reports, and readiness assessments.
• Ability to successfully pass CMS and internal background checks required for public trust positions.
