IT Project Manager – Scrum Master, Technical Writer

This is a fully remote position, open to applicants in United States.

📋 Description

• Act as the Scrum Master for one or several teams focused on AI, data, analytics, or automation.

• Facilitate sprint planning, daily stand-ups, backlog refinement, sprint reviews, retrospectives, and release planning sessions.

• Collaborate with Product Owners and technical leads to create and prioritize epics, features, user stories, acceptance criteria, and sprint goals.

• Eliminate obstacles and coordinate efforts across AI/ML, data, cloud, cybersecurity, architecture, and mission stakeholder teams.

• Assist in the rapid delivery of MVPs and pilot projects, including demonstrations, user feedback, testing, and transition planning.

• Create Agile dashboards and metrics that track backlog health, velocity, milestones, risks, and delivery status.

• Develop, update, and manage technical documentation pertaining to AI, data, automation, and digital modernization initiatives.

• Simplify complex AI/ML and technical concepts into materials suitable for technical teams, Coast Guard leadership, and mission users.

• Generate and maintain technical designs, solution documentation, CONOPS, operational workflows, requirements, user stories, governance procedures, playbooks, lessons learned, after-action reports, executive summaries, and technical briefings.

• Ensure version control and configuration management of documentation in approved repositories such as SharePoint, Confluence, and Jira.

• Document the intake, evaluation, prioritization, and development processes for AI use-cases.

• Aid in the creation of reusable AI delivery standards, templates, checklists, and playbooks.

• Capture model assumptions, limitations, human-in-the-loop requirements, performance metrics, and operational acceptance criteria.

• Assist in stakeholder demonstrations and record user feedback, decisions, action items, and suggested next steps.

⛳️ Requirements

• Bachelor’s degree in Information Technology, Computer Science, Engineering, Communications, English, Business, or a related field, along with 4+ years of relevant experience; additional experience may substitute for a degree.

• Proven experience in the role of Scrum Master, Agile Project Coordinator, or Agile Delivery Lead.

• Experience in facilitating Scrum ceremonies and managing Agile backlogs.

• Demonstrated expertise in technical writing for IT, software development, data, AI, cloud, cybersecurity, or digital modernization projects.

• Experience in developing technical documentation, SOPs, user guides, requirements, process documentation, and materials for executive briefings.

• Ability to translate intricate technical information into clear, comprehensible documentation for both technical and non-technical audiences.

• Strong skills in organization, facilitation, writing, editing, and communication with stakeholders.

• Proficient in Microsoft Teams, SharePoint, Word, PowerPoint, and Excel.

• U.S. Citizenship is required.

• Capability to obtain and maintain a DHS Public Trust.

• Preferred: Certified ScrumMaster (CSM), SAFe Scrum Master, PMI-ACP, or a similar Agile certification.

• Preferred: Experience with USCG, DHS, DoD, or other Federal Government programs.

• Preferred: Background in supporting AI/ML, Generative AI, data analytics, automation, or cloud modernization teams.

• Preferred: Understanding of AI concepts such as LLMs, RAG, agentic AI, model evaluation, and responsible AI.

• Preferred: Familiarity with NIST AI RMF, NIST 800-53, Zero Trust, RMF, ATO/cATO, and Federal AI governance requirements.

• Preferred: Experience in developing documentation within Agile or rapid-prototyping environments.

• Preferred: Experience producing Section 508-compliant documentation.

• Preferred: Knowledge of Power BI, Power Platform, ServiceNow, GitHub, or similar enterprise development and collaboration tools.
