This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Oversee programs and evaluate their impact for DOL ILAB Monitoring, Evaluation, Learning (MEL), and Data Services.
• Evaluate the validity, reliability, timeliness, precision, and integrity of indicators.
• Analyze project-related data.
• Update annual Excel reports for grantees.
• Create dashboards and network models.
• Conduct data quality assessments and clarify patterns.
• Maintain dictionaries for indicators and reporting templates.
• Document the assumptions made during analysis.
• Separate Personally Identifiable Information (PII) and facilitate accessible analytical outputs and visualizations.
• Offer management and financial consulting, grants management support, and business program/project management services.
• Assist clients, including the U.S. Department of Labor and the Bureau of International Labor Affairs.
• Participate in technical reviews conducted by the Lead Evaluator.
• Proven experience in Data Quality Assessment (DQA), indicator analysis, spreadsheet management, and documented analysis of sensitive program data.
• Preferred bachelor's degree in statistics, analytics, economics, or a related discipline.
• Expertise in advanced Excel functionalities.
• Proficiency in data cleaning processes.
• Ability to perform quantitative and qualitative analyses.
• Experience in creating reproducible workflows.
• Skills in dashboard design.
• Commitment to accuracy, reproducibility, confidentiality, and clear communication of analytical limitations.
• Capability to maintain indicator dictionaries, reporting templates, and document analytical assumptions.
• Ability to segregate PII and assist in producing accessible analytical outputs and visualizations.
• Experience in the government and public services sector is preferred.
• Proficiency in English as the working/site language.
