International Consultant in Education Policy Analysis

This is a fully remote position, open to applicants in Senegal.

📋 Description

• Assist in conducting a mid-term review of a Partnership Pact.

• Aid in the self-assessment process.

• Facilitate inclusive dialogue.

• Contribute to the completion of the country situation report and the mid-term review memorandum.

• Assist in the planning cycle preparation and the implementation phase of the Sectoral Education Plan (PSE).

• Support a light mid-term evaluation of the PSE and the updating of its results framework.

• Help draft a framing/scoping note regarding the completion of PSE implementation and preparation for the upcoming sectoral planning cycle.

• Aid in updating the PSE.

• Assist in finalizing the simulation model and associated budgetary trade-offs.

• Support the revision of the PSE and its annexes, particularly the results framework and the Three-Year Costed Action Plan.

⛳️ Requirements

• Master’s degree in Economics, Statistics, or a related field.

• A minimum of twelve (12) years of pertinent international experience in analyzing and planning education systems in developing countries, ideally in Africa.

• Demonstrated experience in developing RESEN, financial simulation models, and Sectoral Education Plans (PSE), preferably in Africa.

• Proven track record in supporting sector coordination and in the design and evaluation of sector programs.

• Established experience in data collection, data management and analysis, synthesis preparation, and report writing.

• Proven experience in providing in-country support to PME processes, including the development and review of Partnership Pacts and other requests.

• The consultant is responsible for arranging all travel logistics, including any necessary visa procedures.

• Additional costs related to travel (such as visa processing fees, etc.) will be incorporated into the mission fees, when applicable.
