This is a fully remote position, open to applicants in Canada.

📋 Description

• Oversee the technical consolidation and quality assurance of UIS annual and biennial work plans, ensuring that results are clearly defined, indicators are realistic, and targets are measurable.

• Ensure alignment between work plans and associated planning instruments, such as financial forecasts, budget allocations, procurement plans, organizational and staffing details, the integrated calendar for surveys and data releases, as well as monitoring and evaluation plans.

• Assist senior management in translating UIS strategic priorities, UNESCO C/4 and C/5 commitments, and decisions made by the Governing Board into operational planning tools.

• Offer technical guidance to UIS sections and units concerning theories of change, results chains, indicator selection, target establishment, and performance evaluation.

• Coordinate the relevant quarterly, mid-year, or annual program monitoring cycle during the consultancy period.

• Consolidate and ensure the quality of information regarding implementation progress, results achievement, indicator status, budget execution, delays, risks, mitigation strategies, and necessary management actions.

• Maintain and enhance the UIS management dashboard and other concise analytical tools utilized by senior management to monitor institutional performance and delivery.

• Manage the UIS SharePoint corporate platform used for institutional planning, program monitoring, knowledge management, and reporting, ensuring that information remains current, well-structured, and accessible to authorized users.

• Monitor and report on internal and external oversight recommendations, agreed management actions, and associated deadlines.

• Facilitate the updating of the UIS risk register and aid in integrating risk management considerations into planning, monitoring, and management reporting tools.

• Prepare succinct status updates for senior management regarding outstanding audit actions, institutional risks, and proposed follow-up measures.

• Assist in the planning and coordination of evaluations or evaluative exercises that arise during the consultancy period, in line with UNESCO's Evaluation Policy.

• Provide substantive contributions to evaluation terms of reference, management responses, and follow-up matrices, as needed.

• Document and share relevant lessons learned through briefs, presentations, or internal knowledge-sharing products.

• Coordinate and draft UIS contributions to priority UNESCO statutory reports, UIS Governing Board documentation, institutional progress reports, and senior management briefs that are due during the consultancy period.

• Aid in the preparation and quality assurance of narrative and financial reports to donors and partners, ensuring alignment with institutional and project results frameworks.

• Collaborate closely with the Resource Mobilization and Donor Relations team and relevant project managers to enhance the timeliness, coherence, and quality of donor reporting.

• Work in tandem with the Resource Mobilization and Donor Relations team to provide program management support for resource mobilization and fundraising activities.

• Assist in confirming and prioritizing the UIS donor pipeline, which includes reviewing potential donors, funding opportunities, engagement status, next steps, and responsibilities.

• Develop a framework and outline for an external-facing UIS annual report, showcasing institutional results, impact, and future priorities across the Institute's key pillars (education; science, technology and innovation; culture; and communication and information), including a proposed structure, content plan, indicative production timeline, and roles, aimed at ensuring public accountability and engaging donors and partners.

• Ensure that resource mobilization efforts are in line with UIS work-plan priorities and budget requirements, including identifying and estimating funding gaps to guide donor engagement and proposals.


⛳️ Requirements

• Advanced university degree (Master's degree or equivalent) in economics, statistics, public policy, international development, international affairs, education, social sciences, monitoring and evaluation, management, or a related field.

• A first-level university degree combined with at least two additional years of relevant professional experience may be considered in lieu of an advanced university degree.

• Certification in results-based management, monitoring and evaluation, or project management, such as PMP or an equivalent certification, would be advantageous.

• A minimum of five years of progressively responsible experience in institutional planning, budget monitoring, results-based management, program/project management, and/or corporate and donor reporting.

• Experience in supporting organization-wide planning and performance management within a complex international or UN system environment.

• Experience in coordinating corporate, statutory, project, or donor reporting and converting complex information into management products.

• Experience in resource mobilization, donor pipeline management, or proposal writing is a plus.

• Familiarity with planning/monitoring tools, dashboards, or SharePoint is a plus.

• Experience in supporting senior management or executive offices is an advantage.

• Experience with oversight recommendations, risk management, or evaluation coordination is beneficial.

• Experience in statistics, education, science, culture, or communication programs is an asset.
