This is a fully remote position, open to applicants in Honduras.
• Manage and oversee procurement systems, processes, and operating procedures, ensuring efficiency, compliance, and continuous improvement in activities related to procurement for Cuba.
• Lead the planning processes for procurement, ensuring alignment with programmatic requirements, budgets, and operational realities for Cuba-focused initiatives, including the evolving constraints of supply and delivery.
• Provide strategic guidance and oversight on high-risk, high-value, and complex procurement activities, ensuring optimal value for money through effective sourcing strategies.
• Supervise procurement personnel and offer coaching, mentoring, and performance management to guarantee high-quality procurement results.
• Conduct market research and engage with the market to identify and develop supplier options that can meet the procurement requirements related to Cuba.
• Interact with supplier representatives and remain informed about market conditions and global events that may influence the goods and services available to CRS customers.
• Assist in the development of strategic procurement initiatives and lead tendering processes for strategic procurement that are suitable for restricted and complex operational environments like Cuba.
• Collaborate closely with program, finance, and logistics teams to synchronize procurement timelines with delivery requirements, ensuring timely and feasible execution.
• Oversee supplier engagement and performance management, including identifying and mitigating risks associated with supplier reliability, supply constraints, regulatory requirements, and shifting market conditions.
• Remain updated on market conditions, regulatory changes, and external factors that affect sourcing and supply chains in relation to Cuba.
• Ensure all procurement activities are fully compliant, supported by complete, accurate, and audit-ready documentation.
• Offer strategic procurement advice to stakeholders and contribute to decision-making regarding sourcing strategies in constrained and evolving operational settings.
• Support initiatives aimed at capacity strengthening, including training and mentoring for both procurement and non-procurement staff.
• Bachelor’s Degree in Business Administration or a related field.
• A minimum of 5 years of experience in procurement.
• Experience in procurement within restricted, regulated, or complex operational environments (e.g., Cuba or similar contexts).
• Experience in managing intricate international procurement or supply chains that involve multiple vendors and markets.
• Must be able to arrange transportation, such as a personal vehicle, public transport, or taxi (reimbursement provided according to CRS policy) to reach work locations.
• Proficiency in both English and Spanish (written and spoken).
