This is a fully remote position, open to applicants in United States.
• Provide guidance to the Response Lead on optimal strategies for humanitarian response modalities that effectively facilitate Ebola outbreak response activities, taking into account lessons learned from previous Ebola outbreaks. Identify essential gaps that support the response pillars and advise the DHR leadership on such strategies.
• Communicate directly with the technical lead and pillar leads of the response both at the post and in Washington, DC.
• Consult with the DHR Programs Lead regarding programming, and recommend when other technical sectors should offer analysis and technical assistance for the response.
• Collaborate with the national health cluster and sub-clusters to identify humanitarian gaps, challenges, and response plans; participate in regular cluster meetings.
• Assess and document health programming deficiencies and evaluate the effectiveness of current DHR awards in addressing these gaps.
• Work in coordination with humanitarian partners to identify humanitarian gaps and challenges in the context of the Ebola response, and comprehend the integration of health humanitarian actions with Ebola response actions.
• Attend pillar meetings to identify technical gaps and how they may be intensified by humanitarian needs or could be better supported through humanitarian enablers.
• Act as a USG resource for the humanitarian health sector, aiding in strategy formulation and offering expert technical and organizational leadership in sectoral activities as part of the Ebola Response.
• Provide advice and support for technical and strategic considerations related to health activities, interventions, and recommendation discussions. Develop sector strategies, guidance, and recommendations (in coordination with other sectors when necessary) for disaster and humanitarian response; and offer technical support for DHR staff at the Post and other State offices.
• Support discussions regarding emergency health initiatives with NGO partners and other Department of State personnel involved in humanitarian health.
• Conduct technical reviews of proposals from NGO and UN partners for humanitarian health programs. Implement new developments in the emergency health sector into humanitarian programming.
• Advise on the coordination, execution, and prioritization of emergency health activities to ensure that initiatives in designated program areas meet the needs of affected populations and align with the goals and objectives of the response program.
• As necessary, provide technical assistance to the State’s humanitarian nutrition and WASH Teams concerning the complementary nature of these interventions to enhance health outcomes in humanitarian settings.
• As required, participate in DARTs and join Washington-based Response Management Teams (RMTs), which offer services and support to DARTs deployed in response to disasters. Responsibilities on RMTs may vary. (DARTs may necessitate immediate (within 24 hours) overseas deployment for an extended period.)
• A Post Graduate degree (Master’s) alongside seven (7) years of experience in emergency relief and humanitarian assistance, particularly in infectious disease outbreaks. At least three (3) years of this relevant experience must be gained overseas.
• Recent experience in a technical role for an international NGO, public international organization, or USG agency engaged in humanitarian relief and/or response in health and infectious disease outbreaks.
• Proficiency in critical concepts of emergency/humanitarian health interventions within humanitarian contexts and the ability to develop and direct programming that adheres to those standards.
• Insight into key health issues affecting displaced populations, refugees, and other vulnerable groups, along with the capacity to advocate for the humanitarian perspective.
• Proven ability to interpret strategies, analyze, develop and present work outcomes, as well as monitor and evaluate program implementation.
• Demonstrated adaptability and receptiveness in addressing shifting work priorities and environments.
• Fluency in French and experience in the Democratic Republic of Congo is highly preferred.
• US citizenship with an Active Secret Clearance is required.
