This is a fully remote position, open to applicants in Thailand.
• Assess Locally Employed Staff roles at international posts utilizing the Mission Classification (MClass) system.
• Fill out job evaluation questionnaires and evaluate position descriptions for thoroughness, compliance with regulations, and adherence to classification standards.
• Distribute and review Job Discussion Help Sheets, formulate follow-up questions, and arrange interviews with Government personnel.
• Examine position responsibilities, organizational frameworks, and workflows; conduct interviews with supervisors, managers, and incumbents.
• Confirm evaluations with post management, produce MClass job reports, and update evaluations as necessary when circumstances change.
• Complete JF-298 forms including official titles, occupational series codes, and grades.
• Act as a substitute regional classification approver for East Asia and the Pacific upon certification.
• Provide guidance to Government personnel regarding LE Staff position evaluation regulations and procedures.
• Assist in drafting position descriptions and composing justifications for newly added, modified, and eliminated positions.
• Suggest position-resource management and organizational structures that align with the work performed.
• Conduct individual and group training sessions on classification and position-description matters.
• Create course materials, agendas, manuals, help sheets, and standard operating procedures; evaluate the effectiveness of training courses.
• Coordinate training requirements and sessions with regional evaluators and update Post Classification Advisors.
• Maintain review timelines, computerized organizational charts, position-description information, and personnel-system records.
• Generate complement statistics, classification metrics, statistical analyses, and ad hoc discussion documents.
• Previous experience as a U.S. Government Civil Service employee, Foreign Service member, Eligible Family Member, Expanded Professional Associates Program participant, or former Locally Employed Staff.
• Background in a human resources office at a U.S. embassy or consulate abroad.
• Experience in position classification or job evaluation, including the writing and reviewing of position descriptions.
• Capability to operate at full performance level immediately upon beginning employment, with no ramp-up period required.
• Eligibility for a U.S. Government Public Trust clearance, which includes access to information technology networks.
• Willingness to travel to Bangkok, Thailand, for training and to various locations in East Asia and the Pacific for job evaluations.
• Dependable internet access at the work location.
• Proficient in written and spoken English.
• Practical experience with the Mission Classification (MClass) system and JF-298 form is preferred.
• Knowledge of LE Staff classification standards at 3 FAH-2 H-400 and guidance from the Office of Overseas Employment is preferred.
• Prior experience in delivering classification or human resources training to supervisors and managers is preferred.
• Previous service at a Regional Service Center or post in the East Asia and Pacific region is preferred.
• Experience in preparing complement statistics or conducting workforce data analysis is preferred.
• Flexible part-time schedule of up to 20 hours per week.
