This is a fully remote position, open to applicants in California.

📋 Description

• Act as the main HR point of contact for both employees and leadership, offering advice on policies, employee relations, and people operations.

• Ensure full compliance with federal, state, and local employment regulations, showcasing expert knowledge of California HR standards (wage & hour, meal/rest breaks, leave laws, pay transparency, PTO, termination protocols, etc.).

• Manage compliance for a geographically diverse workforce in CA, MD, VA, HI, FL, NM, DE, and additional states.

• Take ownership of company-wide policy formulation, updates, Employee Handbook management, and state-specific addenda.

• Complete and file all necessary HR compliance reports (VETS-4212, EEO-1, ACA, OSHA 300 logs, etc.).

• Ensure HR compliance in government contracting (SCA, OFCCP, wage determinations, and audit readiness).

• Conduct employee relations investigations, implement corrective actions, and lead risk mitigation initiatives.

• Supervise I-9s, employment eligibility, personnel file integrity, and HR recordkeeping.

• Assist in internal/external audits (HR, payroll, ISO, government contract audits).

• Perform regular payroll and personnel audits—demonstrating deep knowledge of California payroll accuracy, PTO accrual rules, LWOP tracking, and backpay adjustments.

• Manage all benefit programs (health, dental, vision, life, voluntary plans, 401(k)).

• Direct the strategy, communication, and execution of Open Enrollment.

• Oversee compensation actions, salary analysis, and pay accuracy across states, with a focus on California.

• Manage all leave programs (FMLA, ADA, state-specific leave laws, accommodations).

• Provide clear and proactive employee communications to ensure understanding of benefits and total reward programs.

• Collaborate with recruiting to ensure compliant and efficient hiring of technical and cleared talent for federal customers.

• Spearhead strategic workforce planning, working with leadership to predict needs, identify gaps, and align talent with mission and contract requirements.

• Own the optimization of onboarding and offboarding processes, creating a consistent, high-quality experience for remote employees nationwide.

• Supervise documentation, policy training, systems setup, benefits enrollment, and day-one readiness.

• Maintain and enhance the IDP (Individual Development Plan) workflow and support succession planning efforts.

• Monitor and report key HR metrics (turnover, hiring velocity, demographics, DEI trends, engagement indicators).

• Assist in proposal development with HR-related writing.

• Lead culture-building and engagement initiatives across a remote and distributed workforce.

• Plan and manage events, recognition programs, surveys, and wellness initiatives.

• Oversee SWAG inventory, distribution, and assets for new-hire experiences.

• Develop and implement HR communications and employee education campaigns.

• Support contract transitions, workforce mapping, phase-ins/outs, and manage customer expectations.

• Maintain HR and recruiting metrics for contract reviews and CPARS support.

• Ensure timely and accurate fulfillment of contractually required HR deliverables.

• Advise Program Managers on workforce planning, performance issues, and employee development.

• Support veteran hiring initiatives and enhance employer branding within the federal contracting sector.

• Act as the HR owner for Unanet (timekeeping/project accounting) and Paycom (HRIS, payroll, benefits, time & attendance).

• Lead initiatives for HR process automation, workflow enhancements, and policy digitization.

• Maintain HR SharePoint sites, dashboards, policy libraries, and automated workflows.

• Collaborate on website updates and employer branding initiatives.

• Represent ProSync at job fairs, conferences, and industry-related events.

• Oversee special projects aimed at process optimization, cost reduction, and system modernization.


⛳️ Requirements

• 5–7+ years of progressive HR generalist/managerial experience, ideally in government contracting.

• Strong proficiency in California employment law is a must.

• Experience in supporting dispersed/remote workforces across various states.

• Proven track record in HR compliance, investigations, and risk mitigation.

• Familiarity with Unanet and Paycom is required.

• Demonstrated capability to streamline onboarding and offboarding processes.

• Excellent communication, leadership, and problem-solving abilities.

• Experience with DoD/Navy programs is highly preferred.

• Ability to handle multiple projects and meet deadlines in a fast-paced environment.
