Health Plan Benefit Director

This is a fully remote position, open to applicants in Texas.

📋 Description

• Oversee the complete product development and benefit design process for IFP and employer-sponsored health plans, from initial concept to operational rollout.

• Take ownership of plan design decisions, ensuring that benefit structures are competitive, compliant, and in line with Harbor Health's payvider model and member-focused approach.

• Act as the main point of contact between internal teams — including Operations, Clinical, Network, Actuarial, and Regulatory — to ensure alignment on product intentions and operational frameworks.

• Collaborate with external vendors and partners to guarantee clear communication and effective execution of benefit and product strategies.

• Simplify complex plan design concepts into straightforward operational guidance for cross-functional teams.

• Keep track of regulatory and market changes that affect IFP and employer products and proactively adapt product strategies as necessary.

• Assist in creating scalable processes and documentation as Harbor Health expands its product offerings.

• Work in partnership with Actuarial on pricing inputs and with Regulatory on filing and compliance obligations.

• Proven experience in health plan product development or benefit design within an IFP, employer, or managed care setting.

• Strong comprehension of health insurance plan structures, benefit configurations, and regulatory frameworks (e.g., ACA, TDI).

• Demonstrated capability to lead cross-functional projects and align stakeholders across varied teams.

• Exceptional communication and relationship management skills — able to connect strategic intent with operational execution.

• Comfortable operating in a fast-paced, startup environment with shifting priorities and organizational structures.
