Head of HR Compliance – US

πŸ“‹ Description

β€’ Leadership of Team: Directly oversee, mentor, and expand the US HR Compliance team, which focuses exclusively on thousands of contingent workers; establish departmental KPIs and ensure the team is equipped to handle high-volume operational demands.

β€’ Strategic Expansion in the US: Act as the primary compliance architect for entering new US markets; perform multi-state nexus research and local labor law mapping to facilitate seamless launches.

β€’ Expertise in Subject Matter: Act as the leading internal expert on Federal and State-specific employment laws, with a focus on offboarding employees, wage and hour regulations, equal opportunity, and co-employment matters.

β€’ Governance of Operations: Create and manage the governance framework for high-volume staffing operations; ensure data integrity across I-9/E-Verify and screening integrations, achieving zero-defect scalability through automation and system optimization.

β€’ Architect of Policies and Litigation: Proactively design policy changes in response to changing US labor litigation trends, ensuring global leadership remains ahead of US-specific risks.

β€’ Lead Investigations: Manage the entire lifecycle of complex internal investigations (Title VII, ADA, ADEA, EEO), producing high-integrity reports capable of standing up to Federal litigation.

β€’ Mitigation of Liability: Reduce Joint Employer liability through strategic policy design, contract assessments, and training for both internal teams and external client stakeholders to ensure clear delineation of control.

β€’ Strategic Guidance: Serve as the main advisor on the US organizational strategy, offering insights into compensation benchmarks, benefits optimization, and health and safety considerations.

β€’ Audit and Reporting: Oversee regular audits of compliance processes and federal and state reporting requirements. Transition from manual verification to high-level risk-reporting dashboards for the Senior Leadership Team (SLT).

β€’ Support for Expansion Readiness: Collaborate with teams involved in expansion, including Strategy, Tax, Legal, and Payroll, to ensure state-level registrations and local insurance requirements are fulfilled prior to territorial expansion.


⛳️ Requirements

β€’ A minimum of ten (10) years of proven HR leadership experience, including at least (5) years specifically in the staffing or On-Demand Labor sector.

β€’ A demonstrated history of managing a distributed workforce across 20+ US states, with deep knowledge of California-specific labor laws.

β€’ Previous experience in directly managing a team of HR or Compliance professionals in a high-paced environment.

β€’ Background in working within a regulated or multi-jurisdictional setting.

β€’ Proven experience in HRIS implementation, compliance automation, or optimizing technology stacks (e.g., Salesforce, E-Verify integrations) to enhance efficiency.

β€’ Demonstrated ability to effectively utilize AI tools and emerging technologies to boost productivity, decision-making, and workflow efficiency.

β€’ Strong understanding of Joint Employer doctrine, worker classification (1099 vs W2), and the legal intricacies of contingent labor.

β€’ Solid grasp of benefits administration, compensation practices, and employment law (FMLA, ADA, EEO).

β€’ Exceptional interpersonal abilities to collaborate with internal and external stakeholders at all levels.

β€’ High-level analytical and critical thinking skills with a strong commitment to solving complex issues.

β€’ Preferred Qualifications: Master’s degree in Human Resources, Business Administration, or a related field. SHRM-SCP, SPHR, or other advanced HR/Legal certifications.
