This is a fully remote position, open to applicants in Canada.
• Deliver expert guidance on GIS architecture and technical considerations during the initiation and planning phases of projects, including defining scope, assumptions, constraints, risks, and dependencies related to GIS technologies and data.
• Assist in the development and assessment of project artifacts such as technical methodologies, architectural inputs, implementation plans, and migration strategies.
• Provide recommendations for replacing outdated enterprise/geocortex GIS systems, evaluating platform capabilities, integration factors, and technical viability.
• Counsel on the design and configuration of the target GIS solution to ensure it aligns with business requirements, project goals, and enterprise standards.
• Aid in defining GIS data models, layers, metadata standards, and quality expectations for the new system.
• Offer insights on the balance between out-of-the-box configuration and customization, advocating for maintainable and sustainable solutions tailored for government settings.
• Evaluate vendor deliverables and technical designs to confirm they satisfy the agreed GIS and spatial analysis criteria.
• Advise on strategies for migrating geospatial data from legacy GIS systems, which includes data cleansing, transformation, validation, and quality assurance.
• Identify risks linked to legacy data structures, formats, and inconsistencies, and propose mitigation strategies.
• Assist in testing and validating migrated data to ensure its accuracy, completeness, and usability within the new GIS environment.
• Conduct or provide guidance on spatial analysis and mapping needs essential for validating solution capabilities and supporting business use cases.
• Translate complex GIS concepts into accessible guidance for project team members, decision-makers, and non-technical stakeholders.
• Contribute to the creation of technical documentation, standards, and knowledge transfer materials to facilitate a smooth transition to operations.
• Ensure that GIS implementation efforts comply with applicable data governance, security, and quality standards in the public sector.
• Assist in establishing GIS best practices, processes, and controls to minimize technical debt and operational risks.
• A degree or diploma in Geographic Information Systems, Geography, Geomatics, Spatial Sciences, Computer Science, Engineering, or a closely related discipline.
• GISP (Geographic Information Systems Professional) certification is preferred.
• Up to 10 years of proven experience as a GIS Architect or GIS Developer, with hands-on involvement in GIS/SDI implementations or significant system upgrades.
• Demonstrated experience supporting large-scale SDI initiatives, ideally those involving the replacement of legacy systems.
• Strong familiarity with both commercial and open-source GIS platforms (e.g., ESRI ArcGIS or equivalent).
• Experience in designing GIS and SDI architectures using ArcGIS Enterprise within the constraints of government security and privacy regulations.
• Background in designing GIS services and SDI components capable of handling high public demand and variable loads.
• Proficient development skills in Python, including the ArcGIS API for Python.
• Proven experience in designing and implementing metadata strategies that support SDI governance.
• Strong capability to provide clear technical guidance to both technical and non-technical stakeholders.
• Demonstrated experience working in multi-stakeholder, public sector, or large enterprise environments.
• Exceptional analytical, documentation, and problem-solving skills.
