This is a fully remote position, open to applicants in United States.
• Develop frameworks for market entry in international infrastructure sectors, focusing on power availability, land readiness, regulatory environment, commercial viability, and execution risks.
• Evaluate priority regions and countries in relation to OpenAI’s long-term objectives for compute, energy, sustainability, policy, and operations.
• Facilitate cross-functional geographic diligence involving stakeholders from energy, policy, commercial, legal, finance, procurement, engineering, and site readiness.
• Direct initial stakeholder mapping and engagement strategies with utilities, regulators, governmental bodies, developers, capital partners, and other market participants.
• Convert regional insights into executive-level recommendations, addressing go/no-go decisions, gating risks, necessary partnerships, and sequencing options.
• Recognize market, regulatory, land control, permitting, community, and operational dependencies that can impact speed, scale, cost, or strategic alignment.
• Collaborate with energy regulatory and policy teams to ensure geography strategies align with OpenAI’s external engagement and infrastructure narrative.
• Create repeatable playbooks, decision criteria, and tracking systems for assessing and activating new geographies.
• Over 8 years of experience in infrastructure strategy, site selection, energy, data centers, economic development, corporate development, international expansion, or comparable roles.
• Proven experience in assessing new markets or regions for large-scale infrastructure, technology, energy, or real estate development projects.
• Deep understanding of how power, land, policy, permitting, commercial structures, and operational limitations influence infrastructure expansion decisions.
• Demonstrated capability to coordinate complex cross-functional workstreams and distill ambiguous inputs into clear, actionable recommendations.
• Ability to navigate across jurisdictions, engage with external stakeholders, and adapt to rapidly evolving policy or regulatory landscapes.
• Exceptional executive communication, analytical judgment, and documentation skills.
