This is a fully remote position, open to applicants in United States.
• Establish and verify the accounting-event matrix for collecting project costs, distributing costs, managing reimbursable agreements, billing, recognizing revenue, and posting in the General Ledger.
• Manage the correlation between project, task, expenditure, agreement, and Treasury account attributes alongside the Department's account classification code framework.
• Obtain approval from General Ledger stakeholders on the accounting design prior to the commencement of system integration testing.
• Develop reconciliation controls and total control mechanisms between Oracle Projects, Receivables, the General Ledger, and Treasury G-Invoicing records.
• Design and verify scenarios for period-end and closing processes, encompassing corrections, reversals, prior-period activities, and retroactive adjustments.
• Oversee the accounting validation of converted open agreements and orders, ensuring control totals and securing conversion sign-off.
• Define the financial evidence set that supports the compliance process for major system changes, including the design of segregation-of-duties.
• Assist in user acceptance testing, acting as the accounting authority regarding transaction outcomes.
• Provide support for end-user training focused on reimbursable and project accounting procedures.
• U.S. citizenship (required; no exceptions or waivers permitted).
• Bachelor’s degree in accounting or a related discipline.
• At least eight (8) years of experience in federal financial management or accounting.
• A minimum of one (1) year of experience with Oracle E-Business Suite Federal Financials.
• Proven experience in federal financial management, cost tracking, and relevant financial management regulations and compliance.
• Solid experience in reconciliation, closing processes, or internal controls, including agency roles, accounting areas, and personal responsibilities.
