Federal Capture and Proposal Manager

This is a fully remote position, open to applicants in District of Columbia, +1 more state.

📋 Description

• Oversee the entire process of federal proposal responses from initiation to submission.

• Evaluate solicitation requirements, assessment criteria, submission guidelines, forms, page limitations, formatting regulations, NAICS/PSC codes, and compliance prerequisites.

• Develop proposal timelines, compliance matrices, outlines, responsibility matrices, review milestones, and final production checklists.

• Gather contributions from principals, technical personnel, project managers, subconsultants, teaming partners, and leadership.

• Compose, edit, organize, and customize proposal content, encompassing executive summaries, cover letters, technical strategies, project descriptions, resumes, past performance narratives, management plans, differentiators, and capability statements.

• Perform final compliance verifications and oversee submissions via portals, email, or physical formats.

⛳️ Requirements

• A minimum of 5 years of experience in federal proposal management, capture support, business development, AEC marketing, government contracting, or professional services proposals.

• Familiarity with federal RFQs, RFPs, SF 330s, IDIQs, BPAs, task orders, sources sought, RFIs, or capability statements.

• Strong grasp of proposal compliance, evaluation criteria, page restrictions, submission guidelines, and federal procurement timelines.

• Exceptional writing, editing, interviewing, proofreading, organizational, and project management abilities.

• Capacity to collaborate directly with technical experts and convert complex services into clear, compelling proposal content.

• Experience in managing proposal libraries, resumes, project descriptions, and past performance documentation.

• Proficiency in Microsoft Word, PowerPoint, Excel, Adobe Acrobat, and CRM or pursuit-tracking systems.
