This is a fully remote position, open to applicants in Texas.
• Provide overall leadership for TEBA, which includes establishing strategic priorities, managing consultants, overseeing timelines and deliverables, and propelling progress towards annual goals.
• Collaborate closely with CEBA senior leadership on strategy, governance, and alignment with CEBA’s national and regional objectives.
• Supervise daily operations, workflows, and performance across all TEBA initiatives.
• Foster consensus among TEBA members regarding policy priorities and advocacy positions.
• Create and implement TEBA’s Texas energy policy agenda, covering legislative, regulatory, and administrative avenues.
• Monitor and evaluate state legislation, rulemakings, ERCOT processes, and market developments; convert technical issues into clear advocacy strategies and materials.
• Act as TEBA’s primary representative before lawmakers, regulators, agencies, and stakeholder forums.
• Organize, draft, and present testimony, regulatory comments, briefings, and educational materials for policymakers and their staff.
• Ensure that state-level advocacy aligns with CEBA’s broader policy agenda and regional transmission initiatives.
• Oversee TEBA’s strategic communications, including messaging, media engagement, digital content, and coordination with CEBA’s communications team.
• Build and nurture strong relationships with policymakers, regulators, utilities, system operators, consumer advocates, business groups, NGOs, and national partners.
• Lead fundraising and revenue development efforts, encompassing foundation grants, sponsorships, and membership support.
• Develop and manage TEBA’s annual budget in collaboration with senior CEBA staff.
• 17+ years of experience in a relevant industry.
• 12+ years of experience with a Bachelor's degree in a relevant field or 8+ years of experience with a Master's degree in a relevant field.
• Extensive experience in energy policy, electricity markets, transmission, and/or utility regulation, with a requirement for Texas experience.
• ERCOT and PUCT regulatory experience is a plus.
• Proven success in leading policy advocacy efforts and engaging with legislatures, public utility commissions, grid operators, and executive offices.
• Outstanding written and verbal communication skills; comfortable serving as a public spokesperson.
• Familiarity with wholesale electricity markets (strong preference for ERCOT experience, with SPP, MISO, or other RTO experience as a bonus).
• Estimated 10% travel within Texas and occasional regional or national travel is necessary.
