📋 Description

• The Associate Director, USG Portfolio is tasked with facilitating competitive pipeline expansion and supervising the development of technical proposals, primarily for federal opportunities and occasionally for other competitive ODA funding.

• Lead the gathering of intelligence, qualification of opportunities, coordination with partners, and management of proposals to enhance Winrock's competitiveness in restricted funding competitions.

• Continuously track and broaden the opportunity pipeline by monitoring government and ODA funding forecasts and related legislation.

• Conduct market intelligence research, including competitor analysis, funding trends, and client priorities.

• Evaluate opportunities based on strategic alignment, probability of success, and resource needs.

• Maintain tracking systems for the pipeline within Costpoint and Salesforce.

• Prepare business case justifications and resource plans for each prioritized opportunity.

• Coordinate decision-making processes regarding go/no-go options with portfolio leadership and the executive team.

• Ensure early positioning for upcoming competitive solicitations by gathering intelligence prior to RFP release.

• Collaborate with proposal managers for comprehensive proposal development for complex RFPs, RFAs, and competitive solicitations.

• Conduct quality assurance reviews to confirm technical compliance with solicitation requirements.

• Ensure adherence to Winrock's standard operating procedures and compliance with donor requirements.

• Engage with representatives from government and ODA clients during pre-solicitation and procurement phases.

• Attend industry days, conferences, and networking events to gather intelligence and establish relationships.

• Collaborate with program staff to prepare for client meetings and capability presentations.

• Develop and sustain strategic partnerships with prime contractors, subcontractors, and implementing partners.

• Create capability statements, past performance summaries, and marketing materials to enhance competitive positioning.

• Work with the communications team on social media and thought leadership content.

• Maintain precise records in Costpoint and Salesforce concerning pipeline, proposals, and client relationships.

• Conduct after-action reviews and document lessons learned from both successful and unsuccessful bids.

• Share competitive intelligence and best practices among program teams.

• Promote cross-program collaboration on joint pursuits and shared opportunities.


⛳️ Requirements

• A Bachelor's degree (or equivalent) is required; an advanced degree is preferred.

• A minimum of 9 years of experience in international development business development, with substantial experience in securing federal donors, USAID, and/or multilateral ODA funding.

• A proven history of competitive wins in Winrock's technical sectors is required.

• A comprehensive understanding of the full cycle of competitive business development processes and government procurement.

• Strong attention to detail and compliance requirements for federal and ODA proposals.

• Excellent project management skills with the ability to handle multiple concurrent deadlines.

• Strong analytical and strategic thinking skills for assessing opportunities.

• Highly diplomatic, inclusive, and collaborative interpersonal abilities.

• Capable of facilitating strategic decision-making and achieving results through both independent and team efforts.

• Experience in managing complex teaming arrangements and partner negotiations.

• Proficiency in Microsoft Office is required. Experience with Costpoint and Salesforce is strongly preferred.

• Exceptional written and verbal communication skills with the ability to convey technical concepts effectively.

• Proficiency in English is required.

• Willingness to travel up to 10% domestically and occasionally internationally for conferences, client meetings, and partner engagement.
