This is a fully remote position, open to applicants in United States.
• Provide comprehensive project management for disaster recovery and survivor assistance initiatives.
• Lead the implementation of projects and manage operational execution.
• Develop and execute project plans, timelines, and resource allocation strategies.
• Oversee daily operations to ensure alignment with client goals and contract stipulations.
• Identify risks, address operational challenges, and recommend corrective actions to ensure project success.
• Support business development efforts and engage in proposal preparation, leveraging technical writing and subject matter expertise to bolster growth initiatives.
• Act as the primary contact between Tidal Basin, clients, government entities, subcontractors, and other stakeholders.
• Encourage collaboration among project teams, clients, community partners, and stakeholders.
• Organize and facilitate meetings, briefings, and status updates with leadership and partners.
• Establish and maintain strong working relationships with internal and external stakeholders, including state and local entities, subcontractors, and community collaborators to promote long-term engagement.
• Ensure adherence to federal, state, local, and contractual obligations.
• Provide technical assistance and expertise to ensure compliance with FEMA programs (e.g., PA, IA, Mitigation).
• Interpret and apply federal regulations, including 2 CFR Part 200 and relevant state/local policies.
• Develop federal grant applications (FEMA Project Worksheets) for all Categories of Work, ensuring reviews and quality assurance regarding damage descriptions, scope of work, cost estimates, and general content.
• Supervise documentation, reporting, and audit readiness.
• Create and manage staffing plans, overseeing project personnel to fulfill operational needs.
• Monitor project performance, key performance indicators, and contract deliverables to ensure compliance with client expectations and contractual commitments.
• Recommend enhancements to improve performance and ensure the quality of programs.
• Provide coaching, performance oversight, and guidance to team members.
• Ensure the establishment and adherence to health and safety guidelines.
• Ensure completion of required training.
• Manage project budgets, financial performance, forecasting, invoicing support, and resource allocation to guarantee successful project delivery.
• Review invoices, timesheets, expense reports, and financial reports for accuracy and compliance.
• Ensure effective resource utilization and compliance with contract terms and internal procedures.
• Prepare and deliver project reports, briefings, forecasts, and executive-level presentations.
• Ensure the accurate and timely submission of deliverables.
• Maintain organized project documentation to support audits and closeouts.
• Prepare and update the Project Management Plan as required.
• Perform additional duties as assigned.
• Bachelor’s degree in Emergency Management, Public Administration, Business, Engineering/Construction Management, or a related field is preferred.
• A minimum of five (5) years of experience in a Project Manager, Program Manager, or equivalent leadership role overseeing disaster recovery programs.
• At least five (5) years of experience managing FEMA Individual Assistance (IA) programs, Disaster Case Management Programs (DCMP), or similar disaster survivor assistance and recovery initiatives.
• Proven experience managing large-scale recovery programs or projects.
• Strong knowledge and experience with FEMA programs, policies, and procedures.
• Experience with federal grant management and compliance requirements.
• Demonstrated ability to lead teams in fast-paced, high-pressure environments.
• PMP (Project Management Professional) certification is preferred.
• Travel to disaster-impacted regions with extended stays.
• Flexibility to work extended hours, evenings, weekends, and holidays as operational needs arise.
