• Provide strategic leadership and oversight for all direct and indirect procurement activities, from planning through closeout, ensuring compliance with company policies, FAR, DFARS, and agency-specific regulations.
• Collaborate closely with business, technical, and functional stakeholders to effectively address company needs and requirements.
• Develop and negotiate strategic agreements that capitalize on STR’s purchasing power, secure quantity discounts, and bolster long-term sourcing strategies for a competitive edge.
• Lead, mentor, and cultivate a high-performing procurement team, promoting a culture of collaboration, accountability, and continuous improvement.
• Manage a secure supply chain, encompassing due diligence, supplier qualification, market research, and source selection processes to ensure optimal value, regulatory compliance, and risk minimization.
• Direct intricate negotiations with vendors, suppliers, and subcontractors, ensuring favorable terms and effective risk mitigation for STR.
• Proactively identify, manage, and mitigate sourcing and supply chain risks to ensure business continuity and support customer needs.
• Supervise supplier sourcing for new opportunities, including supplier/teaming strategy, customer proposal assistance, potential sources, and evaluating supplier proposals and quotes for price/cost reasonableness and compliance with contract requirements.
• Oversee all supply chain systems, including future systems and business approvals essential for supporting STR’s growth trajectory.
• Act as the primary point of contact for internal stakeholders and executive leadership on sourcing and procurement issues, providing expert guidance and timely communication.
• Develop and implement scalable procurement processes, tools, and best practices to enhance efficiency and support organizational growth.
• Ensure timely and accurate responses to inquiries regarding on-time delivery, performance management, order status, changes, cancellations, and returns.
• Lead or participate in special projects, proactively initiating process improvement initiatives and system implementations.
• Develop, monitor, and report on real-time key procurement metrics, identifying trends and recommending corrective actions as necessary.
• Maintain current knowledge of relevant federal regulations and industry trends, ensuring STR’s procurement practices remain compliant and competitive.
• Active Secret or Top Secret security clearance, requiring U.S. citizenship for U.S. Government compliance.
• 14 years of relevant work experience based on degree (Advanced degree +11 years).
• Relevant certifications (e.g., CPCM, CFCM) are preferred.
• Experience in supply chain, Federal procurement, purchasing, or contracting, with at least 6 years in a management or leadership position.
• Demonstrated expertise in the application of FAR, DFARS, and agency-specific regulations.
• Proven history of leading complex supply chain organizations and teams, including successful negotiations and supplier management within a defense contracting context.
• Strong analytical, business judgment, and problem-solving capabilities.
• Excellent interpersonal and communication skills, with the ability to effectively engage with all organization levels and external partners.
• Experience in leading process improvement initiatives and implementing procurement best practices.
