Director of Data Management and Business Intelligence

This is a fully remote position, open to applicants in Canada.

📋 Description

• Oversee Top Aces' enterprise data function and establish governance, integration, protection, and utilization of data.

• Collaborate with the CIO to formulate and implement a multi-year enterprise data and BI strategy.

• Develop the enterprise data operating model, governance council, roadmap, decision rights, ownership, and stewardship processes.

• Set up data segregation, access controls, and technology control plans for FOCI-related and export-controlled environments.

• Define policies and standards regarding data ownership, classification, quality, lineage, retention, archival, residency, access, and acceptable use.

• Implement data quality controls, issue-management workflows, and scorecards.

• Outline the target data architecture, integration patterns, data contracts, semantic models, reporting, metadata, and monitoring.

• Create secure integrations for Ramco and other enterprise platforms utilizing APIs, event interfaces, ETL/ELT pipelines, and controlled file exchange.

• Manage the data-platform lifecycle, including capacity, licensing, vendors, and total cost of ownership, particularly for Microsoft Fabric, Azure, Power BI, and associated technologies.

• Lead data remediation and governance efforts for Ramco MRO and ERP.

• Enhance the quality and integrity of aircraft, component, maintenance, technical records, and inventory data.

• Develop reliable metrics for aircraft availability, dispatch reliability, mission capability, maintenance compliance, component reliability, and inventory availability.

• Direct the design and delivery of executive, operational, and functional dashboards.

• Construct an enterprise performance framework and governed self-service analytics.

• Advance forecasting and scenario analysis for fleet utilization, maintenance demand, materials, labor capacity, contract delivery, revenue, cash flow, and profitability.

• Govern analytics and AI initiatives, such as predictive maintenance, inventory optimization, demand forecasting, anomaly detection, and program risk monitoring.

• Build and manage teams across data governance, architecture, engineering, BI, and analytics.

• Collaborate with executives and functional leaders to create governed data products and facilitate practical decision-making.

• Oversee external partners and vendors, conveying data risks, progress, trade-offs, and investment needs to senior leadership.

⛳️ Requirements

• Bachelor’s degree in computer science, information systems, data engineering, analytics, business, engineering, or a related field.

• A minimum of 10 years of progressive experience in data management, analytics, BI, enterprise applications, or data architecture.

• At least five years of experience in leading teams or major cross-functional programs.

• Proven expertise in enhancing data quality and reporting within a complex ERP or MRO environment.

• Strong understanding of enterprise data architecture, dimensional and semantic modeling, master data management, metadata, data quality, lineage, SQL, APIs, and ETL or ELT integration.

• Practical knowledge of modern cloud data platforms and BI technologies.

• Professional proficiency in English.

• Capability to obtain and maintain necessary security clearances, controlled-goods eligibility, and customer or program authorizations.

• Position requires Level II clearance with the Canadian Government and the ability to access the Canadian Controlled Goods Program.

• Experience in aerospace, defense, aviation, MRO, or another highly regulated and asset-intensive industry is strongly preferred.

• Direct experience with Ramco is a significant asset; comparable experience with aviation or enterprise platforms is also relevant.

• Experience across multiple countries, legal entities, or security domains, including Canada and the United States, is preferred.

• Preferred experience with Microsoft Fabric, Azure, Power BI, and Microsoft data services.

• Working knowledge of aviation maintenance and supply-chain data.

• Familiarity with Transport Canada, FAA, EASA, safety management systems, and AS9100 is an asset.

• Understanding of information classification, access control, auditability, privacy, data residency, Canadian Controlled Goods Program, ITAR, EAR, CUI safeguards, CMMC, and NIST SP 800-171.

• Proficiency in French and additional languages used across Top Aces' operations are considered assets.
