📋 Description

• Oversee the effective development and submission of successful proposals.

• Enhance and refine the proposal infrastructure, tools, reusable content, and processes that contribute to long-term growth efficacy.

• Assist in business development, capture, marketing, and delivery activities that directly bolster ongoing pursuits or position the company for future opportunities.

• Manage the entire proposal lifecycle (RFIs, Sources Soughts, RFPs, RFQs, etc.) from opportunity qualification through to submission and post-submission evaluations.

• Compose Technical, Management, Past Performance, and other necessary sections in response to customer requirements.

• Create proposal schedules, compliance matrices, outlines, storyboards, and production plans.

• Lead proposal teams comprising technical/delivery staff, pricing, contracts, recruiting, and executive leadership.

• Drive proposal strategy, win themes, differentiators, messaging, and customer-centric content.

• Ensure compliance with solicitation requirements, evaluation criteria, and submission instructions.

• Organize color team reviews (Pink, Red, Gold, White Glove) and ensure timely incorporation of feedback from reviewers.

• Supervise proposal production, quality assurance, formatting, graphics coordination, and final submission processes.

• Maintain proposal repositories, templates, boilerplate content, resumes, past performance libraries, and knowledge management assets related to proposals.

• Evaluate proposal metrics and implement continuous process improvements to enhance proposal quality and success rates.

• Collaborate with business development personnel to identify opportunities that align with the company's strategy.

• Review opportunities posted to eBuy, SAM.gov, etc., and provide recommendations for pursuits.

• Participate in bid/no-bid discussions.

• Aid in capture planning activities, including competitive analysis, customer research, teaming strategies, and win strategy development.

• Assist in crafting executive summaries, capability statements, and materials for customer presentations.

• Coordinate with teaming partners throughout the capture and proposal processes.

• Help maintain visibility into the opportunity pipeline to facilitate proposal planning and resource forecasting.

• Collaborate on the creation of corporate capability materials, solution briefs, white papers, case studies, and other customer-facing content.

• Support marketing initiatives that directly enhance business development and proposal efforts.

• Organize announcements related to contract awards, certifications, partnerships, and company achievements as appropriate.

• Work with delivery leadership to identify reusable technical content, past performance, and staffing resources.

• Capture lessons learned from project execution to improve future proposals.

• Assist with transition activities between proposal and program initiation when needed.

• Support customer presentations, oral proposals, and technical demonstrations.

• Continually enhance the company’s proposal and growth processes, templates, tools, and knowledge repositories, prioritizing initiatives that directly improve proposal quality, efficiency, and probability of winning.

• Monitor key growth metrics including proposal throughput, submission quality, win rate, and proposal resource utilization.

• Develop and maintain reusable proposal assets, such as templates, graphics, standard language, proposal checklists, and knowledge repositories.


⛳️ Requirements

• Bachelor's degree or equivalent professional experience.

• Over 8 years of experience in Federal Government proposal management, capture, business development, or growth operations.

• Proven success in leading complex Federal proposals under FAR-based procurement processes.

• Strong grasp of Federal proposal best practices, compliance management, and proposal review methodologies.

• Experience supporting opportunities across Federal Civilian agencies and/or the Department of Defense.

• Exceptional written, editing, and verbal communication skills.

• Outstanding organizational and project management capabilities, with the ability to oversee multiple concurrent priorities.

• Strong leadership and collaboration skills when working with cross-functional teams.

• Proficient with Microsoft Office and proposal collaboration tools.

• Preferred certifications: APMP Foundation, Practitioner, or Professional Certification.

• Experience with digital modernization, low-code platforms, AI, cloud, cybersecurity, or enterprise IT services.

• Familiarity with GSA MAS, GWACs, BPAs, IDIQs, and task order competitions.

• Knowledge of Shipley proposal methodologies.

• Experience in supporting oral presentations and demonstrations.

• Background in implementing AI-assisted proposal development or knowledge management solutions.
