• Oversee comprehensive strategic sourcing efforts for BioMarin's external contract manufacturing network, encompassing CMO selection and API procurement.
• Formulate and implement detailed category strategies aimed at achieving savings on total procurement expenditures while ensuring quality, compliance, and supply continuity.
• Guide, mentor, and cultivate a team of sourcing experts, promoting a high-performance culture.
• Establish team objectives, performance benchmarks, and development plans while enhancing overall team capabilities.
• Execute due diligence in CMO selection, assessing technical capabilities, regulatory compliance, quality systems, IP ownership structures, and capacity planning.
• Assess CMO partners across biologics manufacturing, sterile injectables, and advanced modalities.
• Navigate complex contract negotiations to set commercial terms, SLAs, Quality Agreements, technology transfer protocols, and IP protections.
• Design risk-adjusted governance frameworks that safeguard BioMarin's interests while fostering collaborative partnerships.
• Collaborate with senior stakeholders and cross-functional teams within External Manufacturing, Quality, Supply Chain, Technical Development Services, and Regulatory.
• Develop diversified and resilient supplier networks to address geopolitical risks, capacity limitations, and supply chain disruptions.
• Apply dual-sourcing strategies, strategic inventory buffers, and regionalization in the supply chain.
• Stay informed about the CMO landscape, emerging technologies, capacity availability, pricing trends, and competitive dynamics.
• Keep track of regulatory changes, sustainability requirements, and compliance obligations.
• Present sourcing strategies, supplier performance metrics, cost savings results, and risk assessments to executive leadership.
• Act as a strategic thought partner for Global External Operations and Network Strategy teams.
• Conduct spend analysis, set performance baselines, identify value opportunities, and monitor savings realization through P&L impact.
• Implement sourcing strategies along with sustainable category management practices.
• Over 10 years of progressive experience in sourcing, category management, and contract negotiations within the biopharma industry.
• Proven expertise in managing CMO relationships with a thorough understanding of biologics and small molecule manufacturing processes.
• Demonstrated experience in leading and developing sourcing teams, including direct oversight of managers and building high-performance organizations.
• Proven ability to build or scale sourcing/procurement teams, ideally within the contract manufacturing or CMO ecosystem.
• Strong stakeholder engagement and influencing skills, with a successful history of effective partnerships with cross-functional and executive stakeholders.
• Established ability to execute complex sourcing strategies for pharmaceutical manufacturing services, including upstream/downstream processing, fill-finish, and analytical testing.
• Excellent negotiation skills with a track record of successfully structuring commercial agreements, SLAs, Quality Agreements, IP protections, and technology transfer protocols.
• Direct responsibility for strategic sourcing decisions that balance cost optimization, quality assurance, regulatory compliance (FDA cGMP, EMA EU GMP, ICH), and supply chain resilience.
• A strong history of delivering measurable cost savings while maintaining or enhancing quality and service levels.
• Expertise in the CMO market landscape.
• Experience addressing pharmaceutical supply chain challenges, including API/excipient sourcing, extended lead times, dual-sourcing strategies, and geopolitical supply risks.
• Demonstrated capability in leading cross-functional teams and influencing stakeholders across Manufacturing, Quality, Technical Development, Regulatory, and Finance.
• A Bachelor's degree in engineering, Supply Chain Management, Business Administration, Life Sciences, Engineering, or a related field is required.
• In-depth knowledge of pharmaceutical manufacturing processes for small molecules and biologics, cGMP requirements, FDA/EMA/ICH regulatory frameworks, ISO quality systems, and the complexities of the pharmaceutical supply chain.
• Proficiency in strategic sourcing methodologies, category management frameworks, supplier relationship management systems, and spend analysis tools.
• Familiarity with contract lifecycle management, e-sourcing platforms, and procurement analytics.
• Strong project management skills, capable of managing multiple complex sourcing initiatives concurrently while meeting tight deadlines.
• Excellent written and verbal communication skills, including the ability to present complex sourcing strategies to executive audiences.
• Experience working in global, matrixed organizations and influencing without direct authority.
