Deputy Technical Program Manager – Data Modernization

This is a fully remote position, open to applicants in United States.

📋 Description

• Lead the CMM Data Modernization and Governance team.

• Provide integrated data governance, data engineering, data platform, reporting, analytics, and AI/ML capabilities.

• Serve as the primary contact for contract execution and ensure alignment with strategic objectives.

• Facilitate contract coordination, performance accountability, and engagement with strategic stakeholders.

• Act as the Contractor’s authority for daily contract management operations.

• Function as the senior technical authority for development, architecture, integration, and modernization efforts.

• Establish technical strategy, architecture vision, engineering standards, and a modernization roadmap.

• Ensure compliance with enterprise, security, and regulatory standards.

• Manage internal and external communications, reporting, and coordination activities.

• Oversee call-order performance, work standards, schedules, resources, budgets, costs, and Contractor staffing.

• Identify and implement objectives while allocating necessary resources.

• Oversee development, operations, and implementation tasks utilizing Agile Project Management methodologies.

• Create and sustain a roadmap that aligns with organizational strategy and business outcomes.

• Lead project meetings, document summaries, record decisions, and monitor action items.

• Develop and maintain an Integrated Master Schedule that includes milestones and dependencies.

• Provide biweekly Agile reports, encompassing sprint, backlog, burndown, retrospective, and risk assessments.

• Maintain RAID logs and other necessary project management documentation.

• Identify, communicate, and mitigate technical, operational, and business-related risks.

• Deliver transparent reporting to stakeholders regarding progress, risks, financials, and outcomes.

• Offer the Contracting Officer Representative (COR) and government leads analysis, research, alternatives, and solution/design options for the CMM initiative.

⛳️ Requirements

• Over 10 years of experience in IT Management, particularly in technology solutions delivery.

• Proven experience in data governance strategy, standards development, implementation, operations support, and change management.

• Bachelor’s degree from an accredited institution.

• Project Management Professional (PMP) certification.

• Proficiency in overseeing teams specializing in big data cloud solution architecture, cybersecurity, data management, business intelligence, and analytics.

• Exceptional customer-facing skills with experience presenting to senior executive leadership.

• Capability to manage multiple simultaneous work streams in a dynamic environment.

• Strong written and verbal communication abilities.

• Familiarity with Data Governance principles.

• Knowledge of Data Warehousing (DW) concepts.

• Understanding of IT Program Management practices.

• US citizenship is not mandatory.

• No security clearance is required, and none needs to be obtained.
