This is a fully remote position, open to applicants in Netherlands.
• Take ownership of, develop, and implement CWTL’s global strategy for partnerships and funding.
• Keep track of trends in education financing, humanitarian and development funding, as well as impact investments.
• Create and convert a pipeline of long-term strategic commitments.
• Lead the shift from reliance on grants to a varied funding model.
• Negotiate instruments for blended finance and outcome-based financing.
• Conduct negotiations with philanthropic funders, impact investors, governmental entities, multilateral institutions, corporate partners, and consortium members.
• Represent CWTL at the highest external levels and serve as the principal spokesperson for its funding and partnership initiatives.
• Formulate and assess partnership and funding policies, encompassing donor acceptance, ethical funding, due diligence, partnership agreements, and cost recovery.
• Ensure adherence to donor specifications, War Child Alliance policies, as well as legal and regulatory requirements.
• Supervise partner and donor due diligence and ensure prompt donor reporting.
• Identify, document, and mitigate risks.
• Own annual and multi-year income objectives while managing resources within the approved budget.
• Line-manage, develop, and evaluate the Fundraising Lead and Partnerships Lead.
• Design and expand the partnerships and funding function as the portfolio grows.
• Act on behalf of the Director when necessary and engage in the CWTL leadership team.
• A degree or equivalent professional experience in a related field.
• Senior-level experience in partnerships or funding leadership at the director or associate-director level within a similarly complex organization.
• Proven track record of securing substantial multi-year strategic funding.
• Experience with blended finance and/or outcome-based financing.
• Background in structuring capital from diverse sources.
• Proven ability to diversify an organization’s income sources beyond traditional grant funding.
• Experience in line management, including team development and growth.
• Experience in leading organizational change and gaining support from both internal and external stakeholders.
• Proven track record in managing budgets and accountability for income targets.
• Familiarity with donor compliance and contractual obligations in an international setting.
• Proficiency in English is required.
• Knowledge of the education financing, humanitarian, and international development funding landscapes, as well as donor and investor markets.
• Understanding of blended finance, outcome-based financing, and non-traditional financing instruments.
• Knowledge of donor compliance, due diligence, and principles of full and indirect cost recovery.
• Advanced negotiation skills, including experience with complex, high-value agreements.
• Financial literacy sufficient to analyze financial models, costings, and pipeline valuations.
• A strong understanding of, or a demonstrated commitment to, improving education and outcomes for children in conflict- and crisis-affected areas.
• A Criminal Record Certificate is required.
• Compliance with and commitment to the Child Safeguarding policy, Code of Conduct, and PSEA: Adults at Risk Policy.
• A postgraduate qualification in international development, business, finance, public policy, or a related field is preferred.
• Experience working with ministries of education or governmental counterparts is preferred.
• Experience in education, edtech, or technology-for-development is preferred.
• Additional languages such as Arabic, Dari, French, Spanish, or Ukrainian may be beneficial.
